1 | | (3) For 15 years, City of Chicago School District 299 |
2 | | has implemented reforms, including the extension of the |
3 | | school day, the expansion of access to full-day |
4 | | kindergarten, probation, student retention, school |
5 | | closings, the expansion of access to choice programs |
6 | | (including science, technology, mathematics, and |
7 | | engineering (STEM) programs, charter schools, and |
8 | | International Baccalaureate programs), and turnarounds, to |
9 | | increase student outcomes, including increased graduation |
10 | | rates, increased college attendance, and improved |
11 | | performance on State assessments. |
12 | | (4) Many of these reforms have led to a robust |
13 | | democratic discussion and decision-making process. |
14 | | (5) All children must have access to a world-class |
15 | | education. |
16 | | (b) The Chicago Educational Governance Task Force is |
17 | | created for the purpose of recommending the best structure and |
18 | | procedure for the governance of City of Chicago School |
19 | | District 299 in order to ensure the best educational outcomes |
20 | | for City of Chicago School District 299 students. |
21 | | (c) The Task Force shall be composed of the following |
22 | | members: |
23 | | (1) Three members appointed by the Speaker of the |
24 | | House of Representatives and 3 members appointed by the |
25 | | Minority Leader of the House of Representatives. |
26 | | (2) Three members appointed by the President of the |

1 | | Senate and 3 members appointed by the Minority Leader of |
2 | | the Senate. |
3 | | (3) The Chief Executive Officer of City of Chicago |
4 | | School District 299 or her or his designee. |
5 | | (4) The President of the Chicago Board of Education or |
6 | | her or his designee. |
7 | | (5) The president of a Chicago professional teachers' |
8 | | organization or his or her designee. |
9 | | (6) The president of the association representing |
10 | | principals in the schools of the district or his or her |
11 | | designee. |
12 | | (7) The student representative from the Chicago Board |
13 | | of Education or her or his designee. |
14 | | (d) The Speaker of the House of Representatives shall |
15 | | appoint one of his or her appointees under subdivision (1) of |
16 | | subsection (c) of this Section as a co-chairperson of the |
17 | | Chicago Educational Governance Task Force. The President of |
18 | | the Senate shall appoint one of his or her appointees under |
19 | | subdivision (2) of subsection (c) of this Section as a |
20 | | co-chairperson of the Chicago Educational Governance Task |
21 | | Force. Members appointed by the legislative leaders shall be |
22 | | appointed for the duration of the Chicago Educational |
23 | | Governance Task Force. In the event of a vacancy, the |
24 | | appointment to fill the vacancy shall be made by the |
25 | | legislative leader of the same chamber and party as the leader |
26 | | who made the original appointment. |

1 | | (e) The Chicago Board of Education shall provide |
2 | | administrative and other support to the Task Force. |
3 | | (f) The members of the Task Force shall serve on a pro bono |
4 | | basis. These members shall aid in the gathering of pertinent |
5 | | information on the impact of various school governance |
6 | | structures, including without limitation an elected |
7 | | representative school board and mayoral control, as well as |
8 | | gathering and analyzing data about the district's current |
9 | | governance structure. |
10 | | (g) The Task Force shall report its recommendation as to |
11 | | which governance structure is best designed to serve the |
12 | | students of the City of Chicago to the General Assembly on or |
13 | | before May 1, 2022. |
14 | | (h) The Task Force is abolished and this Section is |
15 | | repealed on June 1, 2022.

16 | | Section 99. Effective date. This Act takes effect upon |
17 | | becoming law.".
