7 | | its activities by the Literacy Office. Council members

8 | | not receive compensation for their services.

9 | | (d) The Council's membership shall consist of |
10 | | representatives of public
education, public and private sector |
11 | | employment, labor organizations, community
literacy |
12 | | organizations, libraries, volunteer organizations, the Office |
13 | | of the
Secretary of State, the Department of Commerce and |
14 | | Economic Opportunity, the
Illinois Community College Board, |
15 | | the Department of Employment Security,
the Department of Human |
16 | | Services, the
State Board of Education, and the Department of |
17 | | Corrections , and the Prairie
State 2000 Authority .

18 | | (e) The Council members representing State agencies shall
|
19 | | act as an interagency coordinating committee to improve the
|
20 | | system for delivery of literacy services, provide pertinent
|
21 | | information and agency comments to Council members, and
|
22 | | implement the recommendations forwarded by the Council and
|
23 | | approved by the Governor.
|
24 | | (f) The Secretary of State, in consultation with the |
25 | | Council, shall
expend moneys to perform Council functions as |
26 | | authorized by
this Act from the Literacy Advancement Fund, a |

1 | | special fund hereby created
in the State Treasury. All moneys |
2 | | received from an income tax checkoff for
the Literacy |
3 | | Advancement Fund as provided in Section 507I of the Illinois

12 | | (a) Coordination between engineering schools and private |
13 | | business is an important tool in fostering innovation. |
14 | | Universities have eager students, experienced faculty, and |
15 | | state-of-the-art research facilities. Businesses have existing |
16 | | markets, production capital, and evolving needs. The General |
17 | | Assembly believes that universities and businesses should |
18 | | share resources to allow students to participate in the |
19 | | research and development area of innovative design and to |
20 | | allow businesses to benefit from the developing skills of |
21 | | these students. |
22 | | (b) In order to facilitate engineering excellence, the |
23 | | Department may shall develop a program to achieve the goals |
24 | | set forth in subsection (a). Under this program, the |

1 | | Department may must : |
2 | | (1) Annually contact the State's major public and |
3 | | private universities with engineering schools. |
4 | | (2) Request a one-page written summary of the |
5 | | internship, externship, or residency programs operated by |
6 | | the engineering college of each of the contacted |
7 | | universities. |
8 | | (3) Identify the manufacturing businesses within 50 |
9 | | miles of each university that responded under paragraph |
10 | | (2) that could benefit from assistance in the area of |
11 | | innovative design. |
12 | | (4) Send a letter to each manufacturer identified |
13 | | under paragraph (3), informing it of the university's |
14 | | program and advising the business to contact the |
15 | | university if it wishes to participate in the engineering |
16 | | school's program. |
17 | | (c) The Department may shall adopt rules for the |
18 | | implementation of this Section.

21 | | Sec. 605-1007. New business permitting portal. |
22 | | (a) By July 1, 2017, the Department shall , subject to |
23 | | appropriation, create and maintain, in consultation with the |
24 | | Department of Innovation and Technology, a website to help |
25 | | persons wishing to create new businesses or relocate |

1 | | businesses to Illinois. The Department shall consult with at |
2 | | least one organization representing small businesses in this |
3 | | State while creating the website. |
4 | | (b) The website shall include: |
5 | | (1) an estimate of license and permitting fees for |
6 | | different businesses; |
7 | | (2) State government application forms for business |
8 | | licensing or registration; |
9 | | (3) hyperlinks to websites of the responsible agency |
10 | | or organization responsible for accepting the application; |
11 | | and |
12 | | (4) contact information for any local government |
13 | | permitting agencies that may be relevant. |
14 | | (c) The Department shall contact all agencies to obtain |
15 | | business forms and other information for this website. Those |
16 | | agencies shall respond to the Department before July 1, 2016. |
17 | | (d) The website shall also include some mechanism for the |
18 | | potential business owner to request more information from the |
19 | | Department that may be helpful in starting the business, |
20 | | including, but not limited to, State-based incentives that the |
21 | | business owner may qualify for when starting or relocating a |
22 | | business. |
23 | | (e) The Department shall update the website at least once |
24 | | a year before July 1. The Department shall request that other |
25 | | State agencies report any changes in applicable application |
26 | | forms to the Department by June 1 of every year after 2016.
