Creates the Racial Equity Analysis Act. Requires the Illinois Human Rights Commission to create a Racial Equity Analysis Toolkit by July 1, 2022. Requires all agencies and departments of the State implementing any new developments, initiatives, policies, or programs that will significantly affect surrounding communities and have more than $1,000,000 in State funding to use the Racial Equity Analysis Toolkit by January 1, 2023.

1 | | AN ACT concerning human rights.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the Racial |
5 | | Equity Analysis Act. |
6 | | Section 5. Definitions. As used in this Act: |
7 | | "Racial equity" means when race does not determine or |
8 | | predict outcomes. |
9 | | "Racial Equity Analysis Toolkit" means a formalized tool |
10 | | that lays out a process and set of questions to guide the |
11 | | creation, implementation, and evaluation of developments, |
12 | | initiatives, policies, and programs to address the impacts on |
13 | | racial equity.

14 | | Section 10. Racial Equity Analysis Toolkit. |
15 | | (a) The Illinois Human Rights Commission shall create a |
16 | | Racial Equity Analysis Toolkit by July 1, 2022. |
17 | | (b) All agencies and departments of this State |
18 | | implementing any new developments, initiatives, policies, or |
19 | | programs that will significantly affect surrounding |
20 | | communities and have more than $1,000,000 in State funding are |
21 | | required to use the Racial Equity Analysis Toolkit created by |
22 | | the Illinois Human Rights Commission by January 1, 2023. |
