1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Criminal Justice Information Act
5is amended by adding Section 10.3 as follows:
 
6    (20 ILCS 3930/10.3 new)
7    Sec. 10.3. ICJIA Violence Reduction Fund; grant program.
8    (a) The ICJIA Violence Reduction Fund is created as a
9special fund in the State treasury into which funds received
10from private, State, or federal sources specifically for
11violence reduction may be deposited, including funds
12appropriated to the Authority for purposes under this Act.
13    (b) Moneys in the Fund shall be used for grants by the
14Illinois Criminal Justice Information Authority to
15community-based organizations whose primary purpose is
16violence reduction in disproportionately impacted areas.
17Moneys in the Fund shall also be used by the Authority for
18operational and grant program purposes, including technical
19assistance and outreach to potential grant recipients under
20this Section.
21    (c) To be eligible to receive grants under this Section, a
22violence reduction grant applicant must be an organization
23that is primarily headquartered and operated in a

1disproportionately impacted area and has the primary purpose
2of violence reduction. Grants provided under this Section
3shall otherwise be subject to the requirements of the Grant
4Accountability and Transparency Act.
5    (d) The Authority shall adopt rules to implement the grant
6program established under this Section.
7    (e) For the purposes of this Section:
8    "Disproportionately impacted area" has the same meaning as
9provided to that term under Section 1-10 of the Cannabis
10Regulation and Tax Act.
11    "Violence reduction" means street level intervention and
12mediation, case management, education, and outreach for
13individuals already involved in the criminal justice system or
14those who are at high risk for becoming victims based off of
15societal conditions and police or community data.
16    "Violence reduction grant applicant" means, in addition to
17the requirements of subsection (c), an applicant meeting the
18same criteria as established for a social equity applicant, as
19defined under Section 1-10 of the Cannabis Regulation and Tax
20Act.
 
21    Section 10. The State Finance Act is amended by adding
22Section 5.935 as follows:
