1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||
5 | Illinois Future of Work Act. | ||||||
6 | Section 5. Findings and declaration of policy. The General | ||||||
7 | Assembly hereby finds, determines, and declares the following:
| ||||||
8 | (1) The future of work is a critically important | ||||||
9 | conversation for those currently in the workforce as well | ||||||
10 | as those looking to reenter or enter it as Illinois | ||||||
11 | contemplates an equitable economic recovery from the | ||||||
12 | coronavirus pandemic.
| ||||||
13 | (2) Policymakers at every level of government will be | ||||||
14 | required to deal with the concurrent crises of the | ||||||
15 | pandemic recovery, systemic inequities, and creating | ||||||
16 | good-paying jobs. Policymakers must be able to anticipate | ||||||
17 | the workforce policies and programs needed in the future | ||||||
18 | to combat poverty, inequality, and climate change.

19 | (3) Rapid advancements in technology, specifically the | ||||||
20 | automation of jobs and expanded artificial intelligence | ||||||
21 | capability, have had and will continue to have a profound | ||||||
22 | impact on the type, quality, and number of jobs available | ||||||
23 | in our 21st century economy.

1 | (4) Automation and the rise of artificial intelligence | ||||||
2 | and predictive analytics will have major impacts on | ||||||
3 | industries and their jobs; from the service sector to | ||||||
4 | white collar positions, the impacts will be felt by | ||||||
5 | millions of workers in the United States.
| ||||||
6 | (5) Despite the opportunities and challenges presented | ||||||
7 | by rapid advancements in technology, Illinois is a leader | ||||||
8 | in the innovation and development of technology. Illinois | ||||||
9 | has been an engine of progress, and it drives new products | ||||||
10 | that connect people across the globe, sparking economic | ||||||
11 | growth and building prosperity.

12 | (6) Illinois has a large, diverse, and well-educated | ||||||
13 | labor force ready to meet the challenges it faces.
| ||||||
14 | (7) Innovative partnerships across the private and | ||||||
15 | public sectors need to be created.
| ||||||
16 | Section 10. Illinois Future of Work Task Force; duties and | ||||||
17 | responsibilities.
| ||||||
18 | (a) The Illinois Future of Work Task Force is created. The | ||||||
19 | Task Force shall be proactive and plan for the future of work | ||||||
20 | while simultaneously addressing the state of work today.
| ||||||
21 | (b) The duties and responsibilities of the Task Force | ||||||
22 | include the following:
| ||||||
23 | (1) The Illinois Future of Work Task Force shall | ||||||
24 | identify and assess the new and emerging technologies that | ||||||
25 | have the potential to significantly affect employment, |

| |||||||
1 | wages, and skill requirements.
| ||||||
2 | (2) The Illinois Future of Work Task Force shall | ||||||
3 | develop a set of job standards and working conditions that | ||||||
4 | will ensure that future work in Illinois builds a vibrant | ||||||
5 | middle class.
| ||||||
6 | (3) The Illinois Future of Work Task Force shall | ||||||
7 | identify the potential jobs of the future and | ||||||
8 | opportunities to shape those jobs for the improvement of | ||||||
9 | life for all of Illinois.
| ||||||
10 | (4) The Illinois Future of Work Task Force shall | ||||||
11 | compile research and best practices from other states and | ||||||
12 | countries on how to deploy technology to benefit workers | ||||||
13 | and the public good.
| ||||||
14 | (5) The Illinois Future of Work Task Force shall | ||||||
15 | develop tools to assess the impact of proposed | ||||||
16 | technologies and evaluate their costs and benefits on | ||||||
17 | workers, employers, the public and the State.
| ||||||
18 | (6) The Illinois Future of Work Task Force shall | ||||||
19 | identify policies and practices that will help businesses, | ||||||
20 | workers, and communities thrive economically throughout | ||||||
21 | the State of Illinois.
| ||||||
22 | (7) The Illinois Future of Work Task Force shall | ||||||
23 | propose workforce development, training, education, and | ||||||
24 | apprenticeship programs for the jobs of the future.
| ||||||
25 | Section 15. Membership; meetings.

| |||||||
1 | (a) The members of the Illinois Future of Work Task Force | ||||||
2 | shall include and represent the diversity of the people of | ||||||
3 | Illinois, and shall be composed of the following:
| ||||||
4 | (1) four members appointed by the Senate President, | ||||||
5 | one of whom shall serve as a co-chair;
| ||||||
6 | (2) four members appointed by the Minority Leader of | ||||||
7 | the Senate, one of whom shall serve as a co-chair;
| ||||||
8 | (3) four members appointed by the Speaker of the House | ||||||
9 | of Representatives, one of whom shall serve as co-chair; | ||||||
10 | (4) four members appointed by the Minority Leader of | ||||||
11 | the House of Representatives, one of whom shall serve as a | ||||||
12 | co-chair;
| ||||||
13 | (5) three members appointed by the Governor who each | ||||||
14 | represent either the business community, labor community, | ||||||
15 | or education community that advocate for job growth;
| ||||||
16 | (6) three members appointed by the Governor whose | ||||||
17 | professional expertise is at the juncture of work and | ||||||
18 | workers' rights;
| ||||||
19 | (7) the Director of Labor, or his or her designee;
| ||||||
20 | (8) the Director of Commerce and Economic Opportunity, | ||||||
21 | or his or her designee;
| ||||||
22 | (9) the Director of Employment Security, or his or her | ||||||
23 | designee; and
| ||||||
24 | (10) the Superintendent of the State Board of | ||||||
25 | Education, or his or her designee.
| ||||||
26 | (b) Appointments for the Illinois Future of Work Task |

| |||||||
1 | Force must be finalized by January 31, 2022. The Illinois | ||||||
2 | Future of Work Task Force shall hold one meeting per month for | ||||||
3 | a total of 9 meetings, and the first meeting must be held | ||||||
4 | within 30 days after appointments are finalized.
| ||||||
5 | (c) Members of the Illinois Future of Work Task Force | ||||||
6 | shall serve without compensation.
| ||||||
7 | (d) The Department of Commerce and Economic Opportunity | ||||||
8 | shall provide administrative support to the Task Force.
| ||||||
9 | Section 20. Report; dissolution.
| ||||||
10 | (a) The Illinois Future of Work Task Force shall issue a | ||||||
11 | report based upon its findings in the course of performing its | ||||||
12 | duties and responsibilities specified under Section 10. The | ||||||
13 | report shall be written by an independent authority with | ||||||
14 | subject matter expertise on the future of work.

15 | (b) The Illinois Future of Work Task Force shall submit | ||||||
16 | its final report to the Governor and the General Assembly no | ||||||
17 | later than November 1, 2022, and is dissolved upon the filing | ||||||
18 | of its report.

19 | Section 25. Repeal. This Act is repealed on January 1, | ||||||
20 | 2024.
| ||||||
21 | Section 99. Effective date. This Act takes effect upon | ||||||
22 | becoming law.
