1 | AN ACT concerning transportation.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Vehicle Code is amended by adding | ||||||
5 | Section 2-130 as follows: | ||||||
6 | (625 ILCS 5/2-130 new) | ||||||
7 | Sec. 2-130. Digital electronic license plate and driver's | ||||||
8 | license studies. | ||||||
9 | (a) The Secretary of State shall conduct a study on the | ||||||
10 | feasibility of allowing the use of digital electronic license | ||||||
11 | plates on passenger and commercial vehicles registered in | ||||||
12 | Illinois. This report shall include information on the | ||||||
13 | following areas: (1) jurisdictions currently offering digital | ||||||
14 | electronic license plates for passenger vehicles and their | ||||||
15 | creation and implementation comments; (2) jurisdictions | ||||||
16 | currently offering digital electronic license plates for | ||||||
17 | commercial vehicles; (3) cost of implementation and issuance | ||||||
18 | in this State for both passenger and commercial vehicles; and | ||||||
19 | (4) any benefits or deterrents to digital electronic vehicle | ||||||
20 | registration. The report shall also examine and provide | ||||||
21 | jurisdictional information concerning: (i) interaction with | ||||||
22 | law enforcement and automated license plate readers; (ii) | ||||||
23 | oversight of messaging on digital electronic license plates; |

1 | and (iii) any other information the Secretary deems pertinent | ||||||
2 | to the report. | ||||||
3 | This report and its findings may be combined with the | ||||||
4 | report and findings required under subsection (b) regarding | ||||||
5 | electronic driver's licenses. The Secretary shall submit the | ||||||
6 | report and its findings to the General Assembly on or before | ||||||
7 | July 1, 2022. | ||||||
8 | (b) Pursuant to the adoption of Senate Joint Resolution 11 | ||||||
9 | of the 99th General Assembly, the Secretary of State's Office | ||||||
10 | organized the Electronic Driver's License Task Force and | ||||||
11 | produced a report to the General Assembly on April 21, 2016 | ||||||
12 | concerning the feasibility of offering an electronic driver's | ||||||
13 | license. The report recommended the Secretary of State further | ||||||
14 | monitor advancements in technology pertaining to the creation | ||||||
15 | and implementation of electronic driver's licenses. | ||||||
16 | The Secretary of State shall update the findings of the | ||||||
17 | original report to the General Assembly issued in 2016 | ||||||
18 | regarding the issuance of an electronic driver's license to | ||||||
19 | eligible drivers. This report shall include, but not be | ||||||
20 | limited to: (1) advancements in technology since the initial | ||||||
21 | report; (2) production information on other states offering an | ||||||
22 | electronic driver's license to qualified drivers in their | ||||||
23 | jurisdictions; and (3) cost and timeline to implement an | ||||||
24 | electronic driver's license program in this State. | ||||||
25 | This report and its findings may be combined with the | ||||||
26 | report and findings required under subsection (a) regarding |

4 | (c) This Section is repealed on January 1, 2023.

6 | becoming law. |
