1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Act on the Aging is amended by
5changing Section 4.07 as follows:
 
6    (20 ILCS 105/4.07)
7    Sec. 4.07. Home-delivered meals.
8    (a) Every citizen of the State of Illinois who qualifies
9for home-delivered meals under the federal Older Americans Act
10shall be provided services, subject to appropriation. The
11Department shall file a report with the General Assembly and
12the Illinois Council on Aging by January 1 of each year. The
13report shall include, but not be limited to, the following
14information: (i) estimates, by county, of citizens denied
15service due to insufficient funds during the preceding fiscal
16year and the potential impact on service delivery of any
17additional funds appropriated for the current fiscal year;
18(ii) geographic areas and special populations unserved and
19underserved in the preceding fiscal year; (iii) estimates of
20additional funds needed to permit the full funding of the
21program and the statewide provision of services in the next
22fiscal year, including staffing and equipment needed to
23prepare and deliver meals; (iv) recommendations for increasing

1the amount of federal funding captured for the program; (v)
2recommendations for serving unserved and underserved areas and
3special populations, to include rural areas, dietetic meals,
4weekend meals, and 2 or more meals per day; and (vi) any other
5information needed to assist the General Assembly and the
6Illinois Council on Aging in developing a plan to address
7unserved and underserved areas of the State.
8    (b) Subject to appropriation, on a quarterly basis all
9home-delivered meals provided in accordance with this Section
10shall contain informational fact sheets on diabetes, elder
11abuse, elder neglect, elder financial exploitation, Social
12Security benefits, and Medicare. The Department may enter into
13agreements with area agencies on aging or Department designees
14to print and distribute the informational materials to
15home-delivered meal providers, which shall in turn ensure that
16an informational fact sheet is included with the first
17home-delivered meal at the start of a recipient's subscription
18period and quarterly thereafter.

20    Section 99. Effective date. This Act takes effect upon
21becoming law.
