1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Act on the Aging is amended by | ||||||
5 | changing Section 4.07 as follows:
| ||||||
6 | (20 ILCS 105/4.07)
| ||||||
7 | Sec. 4.07. Home-delivered meals. | ||||||
8 | (a) Every citizen of the State of Illinois
who qualifies | ||||||
9 | for home-delivered meals under the federal Older Americans Act
| ||||||
10 | shall be provided services, subject to appropriation. The | ||||||
11 | Department shall
file a report with the General Assembly and | ||||||
12 | the Illinois
Council on
Aging by January 1 of each year. The | ||||||
13 | report shall include, but not be limited
to, the
following | ||||||
14 | information: (i) estimates, by
county, of
citizens denied | ||||||
15 | service due to insufficient funds during the preceding fiscal
| ||||||
16 | year
and the potential impact on service delivery of any | ||||||
17 | additional funds
appropriated
for the current fiscal year; | ||||||
18 | (ii) geographic areas and special populations
unserved
and | ||||||
19 | underserved in the preceding fiscal year; (iii) estimates of | ||||||
20 | additional
funds
needed to permit the full funding of the | ||||||
21 | program and the statewide provision of
services in the next | ||||||
22 | fiscal year, including staffing and equipment needed to
| ||||||
23 | prepare and deliver meals; (iv) recommendations for increasing |
| |||||||
| |||||||
1 | the amount of
federal funding captured for the program; (v) | ||||||
2 | recommendations for serving
unserved and underserved areas and | ||||||
3 | special populations, to include rural areas,
dietetic meals, | ||||||
4 | weekend meals, and 2 or more meals per day; and (vi) any
other | ||||||
5 | information needed to assist the General Assembly and the | ||||||
6 | Illinois
Council
on Aging in developing a plan to address | ||||||
7 | unserved and underserved areas of the
State.

8 | (b) Subject to appropriation, on a quarterly basis all | ||||||
9 | home-delivered meals provided in accordance with this Section | ||||||
10 | shall contain informational fact sheets on diabetes, elder | ||||||
11 | abuse, elder neglect, elder financial exploitation, Social | ||||||
12 | Security benefits, and Medicare. The Department may enter into | ||||||
13 | agreements with area agencies on aging or Department designees | ||||||
14 | to print and distribute the informational materials to | ||||||
15 | home-delivered meal providers, which shall in turn ensure that | ||||||
16 | an informational fact sheet is included with the first | ||||||
17 | home-delivered meal at the start of a recipient's subscription | ||||||
18 | period and quarterly thereafter. | ||||||

20 | Section 99. Effective date. This Act takes effect upon | ||||||
21 | becoming law.
