SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Jack R. Milbourn, who passed away on
4August 23, 2020; and
 
5    WHEREAS, Jack Milbourn was born near Marshall to Emory
6"Bud" and Gertrude (Layton) Milbourn on October 24, 1936; he
7was raised in Paris with his brothers, Jim and Bill, and
8graduated from Paris High School; he later moved to
9Indianapolis, Indiana to begin his training and career in the
10orthotics industry; and
 
11    WHEREAS, Jack Milbourn excelled in his field and became a
12certified orthotist; he served his country in the Army National
13Guard as a medic; he moved to Springfield in 1969 and founded
14the Illini Brace and Limb Company and provided orthotic
15services to thousands of patients in central Illinois; he
16received two patents for orthopedic devices he invented; and
 
17    WHEREAS, Jack Milbourn was a loving husband, father, and
18grandfather; he loved helping others and had a generous, giving
19heart; he enjoyed music and travel; he earned his pilot's
20license and enjoyed flying, scuba diving, and boating; he was
21deeply committed to his faith and was active in several
22churches during his life, including Calvary Church and

1Restoration Church; and
 
2    WHEREAS, Jack Milbourn is survived by his wife, Janet; two
3sons; a stepson; a stepdaughter; and grandchildren; therefore,
4be it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
7Jack R. Milbourn and extend our sincere condolences to his
8family, friends, and all who knew and loved him; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Jack Milbourn as an expression of
12our deepest sympathy.
