SENATE RESOLUTION

 
2    WHEREAS, The State has 12 properties on its surplus real
3property list and multiple other vacant properties; and
 
4    WHEREAS, These properties contain over 200 unused
5buildings that are dispersed across the State, from Rockford to
6Tamms; and
 
7    WHEREAS, The State is responsible for maintaining these
8properties and is using vital State resources on vacant
9buildings, sometimes expending more on maintenance than the
10fair-market value of the properties; and
 
11    WHEREAS, The State has struggled to sell these properties,
12retaining responsibility for these surplus properties for many
13years; and
 
14    WHEREAS, The failure to sell these properties has resulted
15in further degradation and loss of market value; after years of
16neglect and underfunded property maintenance, some of these
17properties require environmental remediation or demolition;
18and
 
19    WHEREAS, The current condition of the properties could
20expose the State to liability claims; and

1    WHEREAS, The current process for disposing of vacant and
2surplus State property is cumbersome, requires interagency
3cooperation, and fails to either quickly dispose of the
4properties or maximize their value; and
 
5    WHEREAS, No single State agency owns all these vacant
6properties; and
 
7    WHEREAS, The Department of Central Management Services is
8the lead agency in managing State properties and possesses the
9experience, legal knowledge, and best practices to address this
10issue; therefore, be it
 
11    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
12ASSEMBLY OF THE STATE OF ILLINOIS, that each property-owning
13agency or office shall provide, in a timely manner, the
14Department of Central Management Services with its laws,
15practices, and administrative rules pertaining to the sale or
16disposal of real property and any transferable property located
17on the premises of the real property; and be it further
 
18    RESOLVED, That the Department of Central Management
19Services shall compile and summarize these requirements and
20submit recommendations to the Governor and the General Assembly
21on any changes to statutes, administrative rules, or existing

1practices that would improve or facilitate the sale process;
2and be it further
 
3    RESOLVED, That these findings be included in a report and
4submitted to the Governor and the General Assembly no later
5than September 1, 2021.
