|
2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of Vicki L. Haugen of Vermilion County, who |
4 | | passed away on February 11, 2020; and
|
5 | | WHEREAS, Vicki Haugen was born to Cleta and Melvin Taylor |
6 | | on July 27, 1957; she attended Danville High School; she |
7 | | graduated from the Institute for Entrepreneurial Studies at the |
8 | | University of Illinois at Chicago's College of Business |
9 | | Administration; she married Wayne Haugen in Maui, Hawaii; and
|
10 | | WHEREAS, Vicki Haugen joined the Economic Development |
11 | | Corporation in Danville at its inception in 1982; she initially |
12 | | served as the vice president of marketing and then as the |
13 | | president and CEO until 2002; she was a faculty member for the |
14 | | Illinois Basic Economic Development program since 1995; she |
15 | | became the founding president and CEO of Vermilion Advantage in |
16 | | 2002; and
|
17 | | WHEREAS, Vicki Haugen was responsible for the |
18 | | implementation and oversight of economic development |
19 | | activities, business services, and workforce development for |
20 | | Vermilion County; as a direct result of her work, thousands of |
21 | | local jobs were created and retained, ensuring Vermilion |
22 | | County's viability; her tireless efforts resulted in new |

1 | | business locations and/or extensive local expansions; she was |
2 | | the driving force in the development of both the Eastgate and |
3 | | Southgate Industrial Parks; she led a coalition which resulted |
4 | | in a $70 million Carle Hospital investment in Danville's west |
5 | | downtown area; her leadership was critical to the success of an |
6 | | 18-month retail expansion for Danville in 2013 that created |
7 | | over 500,000 square feet of new retail space and significantly |
8 | | repurposed existing spaces; her pioneering workforce |
9 | | development initiatives resulted in new education and training |
10 | | programs, scholarships, apprenticeships, and internships, |
11 | | which impacted thousands of local residents and was named one |
12 | | of the seven best in the nation by the U.S. Chamber of Commerce |
13 | | Foundation; and
|
14 | | WHEREAS, Vicki Haugen received a number of regional and |
15 | | national awards during her career, such as the Business & |
16 | | Professional Women's Club Woman of the Year Award, the United |
17 | | Way of Danville Area Women United Leadership Award, and being |
18 | | named a Paul Harris Fellow by the Rotary Foundation of Rotary |
19 | | International; and
|
20 | | WHEREAS, Vicki Haugen was involved in a number of |
21 | | organizations, including the Danville Rotary, the Executive |
22 | | Club, and the United Way as a campaign chair; she was selected |
23 | | by then Governor Jim Edgar to serve as a member of the Economic |
24 | | Development Board in 1993 and 1997; and

1 | | WHEREAS, Vicki Haugen was deeply committed to giving back |
2 | | to the community she loved; she will be remembered for her |
3 | | sound judgment, spirit, and passion; and
|
4 | | WHEREAS, Vicki Haugen was preceded in death by her parents; |
5 | | and
|
6 | | WHEREAS, Vicki Haugen is survived by her husband, Wayne |
7 | | Haugen; her stepdaughter, Diana Stewart-Jewsbury; Diana's twin |
8 | | daughters, Claire and Nora; and Diana's husband, Eric Jewsbury; |
9 | | therefore, be it

10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL |
11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
12 | | Vicki L. Haugen and extend our sincere condolences to her |
13 | | family, friends, and all who knew and loved her; and be it |
14 | | further

15 | | RESOLVED, That a suitable copy of this resolution be |
16 | | presented to the family of Vicki L. Haugen as an expression of |
17 | | our deepest sympathy.
