2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Barbara J. "Barb" Baker of Jacksonville, | ||||||
4 | who passed away on February 7, 2020; and
| ||||||
5 | WHEREAS, Barb Baker was born in Jacksonville to Harold and | ||||||
6 | Catherine Vieira DeFrates on July 28, 1947; she graduated from | ||||||
7 | Jacksonville High School in 1965 and attended Lincoln Land | ||||||
8 | Community College and Heartland Business College; she married | ||||||
9 | Paul C. Baker in Jacksonville on February 15, 1975; and
| ||||||
10 | WHEREAS, Barb Baker was the Deputy City Clerk for the City | ||||||
11 | of Jacksonville from 1974 to 1988; in 1988, she was elected | ||||||
12 | Morgan County Circuit Clerk and served until 2002; following | ||||||
13 | that, she served as the office manager for U.S. Representatives | ||||||
14 | Ray LaHood, Aaron Schock, and Darin LaHood; and
| ||||||
15 | WHEREAS, Barb Baker was a past-president of the Sunrise | ||||||
16 | Rotary Club, where she received the Paul Harris Fellowship | ||||||
17 | Award; she was past-president of the Pilot Club, the Morgan | ||||||
18 | County Republican Women's Club, the Illinois Association of | ||||||
19 | Court Clerks, and Play for All Incorporated (Godfrey Park); she | ||||||
20 | served as treasurer for the City of Jacksonville Park System | ||||||
21 | Board; she was a board member of the Passavant Memorial Area | ||||||
22 | Hospital and a lifetime board member of the Salvation Army; she |

1 | also served as a Republican Precinct Committeeman and an | ||||||
2 | alternate delegate to the Republican National Convention; and | ||||||
3 | WHEREAS, Barb Baker grew up as a member of Northminster | ||||||
4 | Presbyterian Church; most recently, she was a member of First | ||||||
5 | Baptist Church; she enjoyed serving others and spending time | ||||||
6 | with her grandchildren; and
| ||||||
7 | WHEREAS, Barb Baker was preceded in death by her father, | ||||||
8 | Harold DeFrates; and
| ||||||
9 | WHEREAS, Barb Baker is survived by her husband, Paul; her | ||||||
10 | sons, David (Stacee) and Brad (Jody) Racey; her grandchildren, | ||||||
11 | Lauren, Jack, Claire, Sarah, Nichola, and Anthony; her | ||||||
12 | stepchildren, Sherri (Brian) Farley and Paul Derrick (Schelli) | ||||||
13 | Baker; three step-grandchildren; her mother, Catherine Vieira | ||||||
14 | DeFrates; her brother, Darrell (Jan) DeFrates; and many nieces | ||||||
15 | and nephews, including Don (Leslie) DeFrates; therefore, be it

16 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
17 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
18 | Barbara J. "Barb" Baker and extend our sincere condolences to | ||||||
19 | her family, friends, and all who knew and loved her; and be it | ||||||
20 | further
