2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of Mary Alice Lockhart of Springfield, who |
4 | | passed away on January 13, 2020; and
|
5 | | WHEREAS, Mary Alice Lockhart was born in Alton to Hattie |
6 | | Mae Lockhart and Samuel Lafayette Lockhart on September 25, |
7 | | 1939; she attended Alton High School; she later attended |
8 | | Jackson State University's nursing program; she married Wash |
9 | | Phelon Sr. on June 20, 1967; they had 5 sons and 1 daughter; |
10 | | and
|
11 | | WHEREAS, Mary Alice Lockhart was a person of faith, love, |
12 | | prayer, and fasting; she regularly visited assisted living |
13 | | homes to share her faith in song; she was an active member of |
14 | | Amazing C.O.G.I.C. in Jackson, Mississippi; she sang alto with |
15 | | the Southern Mississippi Mass Choir and later recorded a live |
16 | | album with the Reverend Richard "Mr. Clean" White; in later |
17 | | years, she attended Spirit of Faith Church in Jacksonville; and
|
18 | | WHEREAS, Mary Alice Lockhart was known for her hugs; she |
19 | | was also well known for cooking for the community and church |
20 | | and was expecially revered for her homemade sweet rolls and |
21 | | desserts; and
|

1 | | WHEREAS, Mary Alice Lockhart was preceded in death by her |
2 | | parents; her brothers, Darnell Lockhart and Lafayette |
3 | | Lockhart; and her sister, Doris Jeffries; and

4 | | WHEREAS, Mary Alice Lockhart is survived by her children, |
5 | | Wash Phelon Jr., Lafayette Phelon, Antonio (Sharra-Lisa Marie) |
6 | | Phelon, Marcus Phelon, Michael (Rikeesha) Phelon, and Joy |
7 | | Thomas; her brothers, Sam (Juanita) Lockhart, Roscoe (Nancy) |
8 | | Lockhart, William Lockhart, Neal (Rhonda) Lockhart, and |
9 | | Charles (Cassandra) Lockhart; her sisters, JoeAnna (Paul) |
10 | | Caldwell and Frances Johnson; her grandchildren, Antonio |
11 | | Jambri Phelon, Antonio Christopher Phelon, Summer Breeze |
12 | | Phelon, Kingston Michael Phelon, Mary Lauren Phelon, Kyree |
13 | | Johnson, Marcus Rashad Phelon, and Andrew Jackson-Godson; and |
14 | | her nieces, nephews, family, and friends; therefore, be it

15 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL |
16 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
17 | | Mary Alice Phelon and extend our sincere condolences to her |
18 | | family, friends, and all who knew and loved her; and be it |
19 | | further

20 | | RESOLVED, That a suitable copy of this resolution be |
21 | | presented to the family of Mary Alice Phelon as an expression |
22 | | of our deepest sympathy.
