2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of Judge Manuel Barbosa of Elgin, who passed |
4 | | away on November 25, 2019; and
|
5 | | WHEREAS, Judge Barbosa was born in Tamuin, San Luis Potosi, |
6 | | Mexico to Eliseo and Concepcion Barbosa on October 28, 1947; he |
7 | | immigrated with his family to the U.S. as an infant, living in |
8 | | Texas and Nebraska; he became a naturalized citizen when he was |
9 | | 6, and his family moved to Elgin when he was 10; he attended |
10 | | St. Joseph School and graduated from St. Edward High School; he |
11 | | earned his bachelor's degree in literature from St. Procopius |
12 | | College, now Benedictine University; he earned his law degree |
13 | | from John Marshall Law School in 1977; and
|
14 | | WHEREAS, Judge Barbosa was the first Hispanic hired as a |
15 | | Kane County assistant state's attorney; he had a distinguished |
16 | | career in both private practice and public service; he served |
17 | | for 18 years as chairman of the Illinois Human Rights |
18 | | Commission before being appointed to the federal bench in 1998, |
19 | | becoming the first Hispanic federal judge to serve on the bench |
20 | | of the Northern District of Illinois; as a bankruptcy judge, he |
21 | | oversaw a diverse set of cases, ranging from those involving |
22 | | large companies to those involving individuals; he retired in |
23 | | 2013 and then wrote and published an autobiographical book; and
