SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Mary Ivalyn Carter Bowden Hill of Dowling
4Park, Florida, who passed away on August 14, 2019; and
 
5    WHEREAS, Mary Hill was born in Waycross, Georgia to Ivy and
6Mary (Strickland) Carter on March 6, 1932; she helped to manage
7her father's general store when she was young and worked
8through high school at the famous Ware Hotel in downtown
9Waycross and for the Bell Telephone Company switchboard; she
10had a summer stint rolling the final wrapping onto King Edward
11cigars; after graduating high school, she attended Aurora
12College; and
 
13    WHEREAS, Mary Hill married and had children, before moving
14with her Bowden Family to Peoria, where she earned a bachelor's
15degree in sociology in 1971 at Bradley University; and
 
16    WHEREAS, Mary Hill began her professional life in the
17service of others by teaching homemaking and money management
18skills to young mothers in Peoria's Urban Living Renewal
19Project; she then joined the Illinois Department on Aging and
20rose through the ranks, becoming the Chief of the Bureau of
21Field Operations for the department's Division of Long-Term
22Care; and

1    WHEREAS, In 1979, Mary Hill helped develop and establish
2the Illinois Department on Aging's Community Care Program,
3which helps senior citizens, who might otherwise need nursing
4home care, to remain in their own homes by providing in-home
5and community-based services; and
 
6    WHEREAS, Upon her retirement, the Illinois Association of
7Community Care Program Homecare Providers chose to recognize
8Mary Hill with the naming of the Mary I. Hill Award; and
 
9    WHEREAS, Mary Hill moved to Dowling Park, Florida to the
10Advent Christian Village, where she kept busy, volunteering for
11several years as manager of the Twice Nice Resale Shop in the
12Village Commons, helping to generate proceeds in support of the
13Advent Christian Village Benevolent Fund; she enjoyed reading,
14cultivating her wondrous backyard garden, actively
15participating in the church community, taking advantage of
16hydro-therapy at the Copland Center, chasing sunsets, cooking
17southern specialties like biscuits and gravy, and traveling the
18Florida coastline and the world; she often tended to others,
19visiting and comforting seniors; and
 
20    WHEREAS, Mary Hill was preceded in death by her parents;
21her brothers, Avant, Sylvanis, Arliss, Felice, Buford, Wylie,
22and Curtis; and her stepmother, Vera (Lewis) Carter; and

1    WHEREAS, Mary Hill is survived by her children, Mary
2Ricketson, Marsha Buckley, Michele (Jim) Haptonstahl, Michael
3Bowden, and Melinda (Jeff) Selke; 10 grandchildren; three
4great-grandchildren; her brothers, Edward and Tommy Carter;
5and numerous cousins, nieces, nephews, in-laws, and others who
6were like family to her; therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9Mary Ivalyn Carter Bowden Hill and extend our sincere
10condolences to her family, friends, and all who knew and loved
11her; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to the family of Mary Hill as an expression of our
14deepest sympathy.
