2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Patricia Jo "Patty" Spencer, who passed | ||||||
4 | away on September 20, 2019; and
| ||||||
5 | WHEREAS, Patty Spencer was born in Kansas City, Missouri to | ||||||
6 | Sam and Marie Armato on November 4, 1949; she married Byron | ||||||
7 | Spencer in Chicago in 1981, and, three years later, they | ||||||
8 | settled in Elmhurst; and
| ||||||
9 | WHEREAS, Patty Spencer worked for AT&T for 20 years, | ||||||
10 | specializing in network administration; she took an early | ||||||
11 | retirement in 1988 and became involved in the Elmhurst | ||||||
12 | community; and | ||||||
13 | WHEREAS, Patty Spencer was a volunteer and board member for | ||||||
14 | various organizations, including the Kiwanis Club, the | ||||||
15 | Elmhurst Art Museum Board, Elmhurst College, the Elmhurst | ||||||
16 | Hospital Guild, and the Elmhurst Garden Club; she was a staunch | ||||||
17 | supporter of community events and advocated for cancer | ||||||
18 | awareness with the Relay for Life and the Edward-Elhurst cancer | ||||||
19 | outreach programs; and | ||||||
20 | WHEREAS, Patty Spencer was first elected as the Elmhurst | ||||||
21 | City Clerk in 2005; most recently, she was serving her fourth |

1 | term in office; she had many responsibilities and took her role | ||||||
2 | as a direct link between residents and government very | ||||||
3 | seriously; she also served as the local election official and | ||||||
4 | the Open Meetings Act officer for Elmhurst; and
| ||||||
5 | WHEREAS, Patty Spencer was preceded in death by her parents | ||||||
6 | and her sister, Anna Yonker; and
| ||||||
7 | WHEREAS, Patty Spencer is survived
by her husband of 38 | ||||||
8 | years, Byron; her stepdaughter, Amy (Jonathan) Brumley; her | ||||||
9 | grandchildren, Eleanor,
Theodore, and Clara Brumley; her twin | ||||||
10 | brother, Carl (Theresa) Armato; her sister-in-law, Angela | ||||||
11 | (Steve) Kidd; her nephews,
Frank (Nikki) Armato and Andrew | ||||||
12 | Kidd; her nieces, Carla Armato and Jackie (Jason) Hanson; her | ||||||
13 | great-nephew, Jack
Hanson; and her great-nieces, Anna and Ava | ||||||
14 | Armato; therefore, be it

15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
17 | Patricia Jo "Patty" Spencer and extend our sincere condolences | ||||||
18 | to her family, friends, and all who knew and loved her; and be | ||||||
19 | it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to the family of Patty Spencer as an expression of | ||||||
22 | our deepest sympathy.
