SENATE RESOLUTION

 
2    WHEREAS, Tinley Park Mental Health Center was constructed
3in 1958; it occupies 213 acres and is adjacent to the 62 acres
4of property vacated by the Howe Development Center; and
 
5    WHEREAS, The facility was decertified by the federal
6government in 2009; and
 
7    WHEREAS, The 61-year-old facility stopped admission on
8June 16, 2012, and patients were discharged into local
9hospitals and treatment providers; to this day, the south
10suburbs suffer from an emergency mental health epidemic; and
 
11    WHEREAS, The Tinley Park Mental Health Center property has
12remained unoccupied for the past seven years and poses safety
13and environmental risks to local residents of Tinley Park; and
 
14    WHEREAS, The Village of Tinley Park has conducted their own
15private studies, at the expense of taxpayers, to investigate
16environmental risks associated with the Tinley Park Mental
17Health Center; and
 
18    WHEREAS, The Village of Tinley Park has taken requested
19proposals from qualified developers across the nation in order
20to properly develop the Tinley Park Mental Health Center, and

1the residents of Tinley Park should not be responsible for the
2costs associated with the environmental clean up of an outdated
3state property; and
 
4    WHEREAS, The State of Illinois should bear the
5responsibility of properly conducting an environmental study
6on the property to properly identify possible hazards and
7courses of action for remediation; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we urge Governor JB
10Pritzker and the Director of the Department of Central
11Management Services to conduct an environmental study at the
12cost of the State and properly identify any and all
13environmental issues related to the Tinley Park Mental Health
14Center Property; and be it further
 
15    RESOLVED, That suitable copies of this resolution be
16presented to Governor JB Pritzker and the Director of the
17Department of Central Management Services.
