Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that the people have a right, which includes the right to use traditional methods, to hunt, fish, and harvest wildlife, subject only to the laws enacted to promote wildlife conservation and management and preserve the future of hunting and fishing. Provides that hunting and fishing shall be a preferred means of managing and controlling wildlife. Effective upon being declared adopted.

5 | | CONCURRING HEREIN, that there shall be submitted to the |
6 | | electors of the State for adoption or rejection at the general |
7 | | election next occurring at least 6 months after the adoption of |
8 | | this resolution a proposition to add Section 22.1 to Article I |
9 | | of the Illinois Constitution as follows:

13 | | SECTION 22.1. RIGHT TO HUNT, FISH, AND HARVEST WILDLIFE |
14 | | (a) The people have a right, which includes the right to |
15 | | use traditional methods, to hunt, fish, and harvest wildlife, |
16 | | subject only to the laws enacted to: |
17 | | (1) promote wildlife conservation and management; and |
18 | | (2) preserve the future of hunting and fishing. |
19 | | (c) Hunting and fishing shall be a preferred means of |
20 | | managing and controlling wildlife. |
21 | | (d) This Section shall not be construed to limit the |
22 | | application of any provision of law relating to trespass or |
23 | | property rights.
