SENATE JOINT RESOLUTION

 
2    WHEREAS, The State of Illinois ranked as the fifth worst
3state in the United States for excessive drinking according to
4the most recent data; and
 
5    WHEREAS, Over 20% of Illinoisans binge drank in 2018
6(defined as having four or more drinks for women and five or
7more drinks for men on one occasion in the past month); and
 
8    WHEREAS, Binge drinking in Illinois is higher in rural and
9suburban areas of the State; and
 
10    WHEREAS, It is in the best interests of the State that its
11citizens be healthy and productive and not suffer from
12excessive drinking or addictions; and
 
13    WHEREAS, Alcohol abuse prevention programs have been
14proven to reduce problem drinking; therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
17CONCURRING HEREIN, that there is created the Addiction
18Prevention Task Force, whose purpose is to study the following:
19        (1) Evidence of binge drinking trends in rural and
20    suburban communities;

1        (2) Evidence of chronic drinking trends in rural and
2    suburban communities;
3        (3) Prevention developments and models;
4        (4) Effective prevention and treatment collaboration
5    efforts in Illinois and other states; and
6        (5) Information gained from stakeholders of the
7    relevant communities; and be it further
 
8    RESOLVED, That the Task Force shall be comprised of the
9following members, who shall serve without compensation:
10        (1) Four members from addiction prevention providers
11    recommended by a statewide organization that represents
12    addiction providers, who shall be appointed by the
13    President of the Senate;
14        (2) Four members from behavioral health providers
15    recommended by a statewide organization that represents
16    behavioral health providers, who shall be appointed by the
17    Speaker of the House of Representatives;
18        (3) Four members from private sector child welfare and
19    youth-serving agencies recommended by a statewide
20    organization representing private sector child welfare
21    providers, who shall be appointed by the Minority Leader of
22    the House of Representatives;
23        (4) Four members of local public health departments
24    recommended by a statewide organization representing
25    public health departments, who shall be appointed by the

1    Minority Leader of the Senate;
2        (5) One member from the Department of Public Health,
3    appointed by the Director of Public Health;
4        (6) One member from a higher education teaching
5    institution that awards degrees in the fields of social
6    work, psychiatry, or psychology appointed by the Chair of
7    the Board of Higher Education;
8        (7) One member from statewide organization made up of
9    private sector child welfare providers, who shall be
10    appointed by the Governor;
11        (8) One member from a statewide organization
12    representing suburban area municipalities, who shall be
13    appointed by the Governor;
14        (9) One member from a statewide organization
15    representing rural healthcare providers, who shall be
16    appointed by the Governor;
17        (10) One member from a statewide organization
18    representing rural and downstate areas of the State, who
19    shall be appointed by the Governor; and
20        (11) One member from a statewide organization that
21    represents behavioral health care providers, inclusive of
22    addiction, who shall be appointed by the Governor; and be
23    it further
 
24    RESOLVED, That if a vacancy occurs on the Task Force, a
25replacement will be appointed by the Chair; and be it further

1    RESOLVED, That the Task Force shall meet no less than four
2times and select a chairperson at their first meeting; and be
3it further
 
4    RESOLVED, That in addition to whatever policies or
5procedures it may adopt, all operations of the Task Force will
6be subject to the provision of the Illinois Freedom of
7Information Act (5 ILCS 140/1 et seq.) and the Illinois Open
8Meeting Act (5 ILCS 120/1 et seq.); and be it further
 
9    RESOLVED, That the Department of Human Services shall
10provide administrative support to the Task Force; and be it
11further
 
12    RESOLVED, That the Task Force shall develop
13recommendations to the General Assembly on strengthening and
14expanding the statewide addiction prevention system, which
15shall focus on, but not be limited to, the following:
16        (1) The locations within the State most in need of
17    prevention measures;
18        (2) Which addiction prevention measures are best for
19    addressing problem drinking in rural and suburban areas;
20        (3) What steps should be taken by the General Assembly
21    to address problem drinking; and
22        (4) What level of funding is required to ensure

1    adequate prevention measures are taken to reduce problem
2    drinking by Illinoisans; and be it further
 
3    RESOLVED, That the Task Force shall submit its final report
4to the General Assembly and the Governor no later than June 30,
52020, and upon the filing of its report, is dissolved.
