| ||||||
2 | WHEREAS, It is highly fitting that the Illinois General
| ||||||
3 | Assembly pays honor and respect to those individuals who have | ||||||
4 | given
their lives in service to their communities; and
| ||||||
5 | WHEREAS, Commander Paul R. Bauer faithfully served the | ||||||
6 | Chicago Police Department (CPD) for over 31 years until
his | ||||||
7 | tragic on-duty death on February 13, 2018; and
| ||||||
8 | WHEREAS, Commander Bauer joined the CPD in July 1986; | ||||||
9 | through 1994, he served in the 3rd (Grand Crossing) and 1st | ||||||
10 | (Central) Districts, as well as with the
elite mounted unit; in | ||||||
11 | 1994, he was promoted to sergeant and assigned to the
22nd | ||||||
12 | District (Morgan Park) until 1998; from 1998 through 2005, he | ||||||
13 | served on specialized enforcement teams
before returning to the | ||||||
14 | mounted unit; in 2005, he was promoted to lieutenant and served
| ||||||
15 | in the 12th District (Near West) until 2008, when he once again | ||||||
16 | returned to the mounted unit as its
commanding officer; in | ||||||
17 | 2015, he was promoted to captain and served as executive | ||||||
18 | officer of
the 18th District; he was promoted to commander of | ||||||
19 | the 18th District in July 2016; and
| ||||||
20 | WHEREAS, Commander Bauer's most recent assignment was | ||||||
21 | Commander of the
18th District (Near North); and |

1 | WHEREAS, Commander Bauer oversaw public safety plans at | ||||||
2 | large scale
events and for dignitary protection; he made | ||||||
3 | community outreach a priority,
attending countless public | ||||||
4 | meetings and hosting a monthly Coffee with the Commander | ||||||
5 | meeting in his
district; and
| ||||||
6 | WHEREAS, During his career, Commander Bauer earned 67 | ||||||
7 | awards and honorable mentions, including two for crime | ||||||
8 | reduction; and
| ||||||
9 | WHEREAS, Commander Bauer graduated from Saint Ignatius
| ||||||
10 | College Preparatory; he earned his Bachelor of Science from | ||||||
11 | Northern Illinois University and his Master of Public | ||||||
12 | Administration from the Illinois Institute of Technology; he is | ||||||
13 | survived by his wife, Erin, and his 13 year old daughter, | ||||||
14 | Grace; therefore, be it

15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
17 | CONCURRING HEREIN, that we designate the James R. Thompson | ||||||
18 | Center plaza, which is defined by the open space to the east | ||||||
19 | and south of the building proper, bounded by the sidewalks of | ||||||
20 | Randolph and Clark street, as the "Commander Paul R. Bauer | ||||||
21 | Plaza"; and be it further | ||||||
22 | RESOLVED, That the Department of Central Management |

1 | Services is requested to erect, at suitable locations | ||||||
2 | consistent with
State and federal regulations, appropriate | ||||||
3 | plaques or signs
giving notice of the name of the "Commander | ||||||
4 | Paul R. Bauer Plaza"; and be it further
| ||||||
5 | RESOLVED, That suitable copies of this resolution be | ||||||
6 | presented to the family of Commander Bauer and the Director of | ||||||
7 | Central Management Services.
