Amends the General Assembly Compensation Act. Provides that for terms beginning on and after the second Wednesday in January of 2021, the Speaker of the House of Representatives, the Minority Leader of the House of Representatives, the President of the Senate, and the Minority Leader of the Senate shall not receive compensation or income, other than from a passive interest in a publicly-traded company, from any source outside of or in addition to the salary he or she receives as a member of the General Assembly. Provides that nothing prohibits the creation of a blind trust to manage assets during a member's term of office.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The General Assembly Compensation Act is amended |
5 | | by adding Section 6 as follows: |
6 | | (25 ILCS 115/6 new) |
7 | | Sec. 6. Outside income prohibition. For terms beginning on |
8 | | and after the second Wednesday in January of 2021, the Speaker |
9 | | of the House of Representatives, the Minority Leader of the |
10 | | House of Representatives, the President of the Senate, and the |
11 | | Minority Leader of the Senate shall not receive compensation or |
12 | | income, other than from a passive interest in a publicly-traded |
13 | | company, from any source outside of or in addition to the |
14 | | salary he or she receives as a member of the General Assembly. |
15 | | Nothing in this Section prohibits the creation of a blind trust |
