Creates the Judicial Quality Act. Authorizes the Administrative Office of the Illinois Courts to develop and implement, subject to appropriation, an ongoing education and training program for judges and relevant court personal regarding domestic violence, child abuse, racial bias in sentencing, cultural competency, and the impact of trauma on youth brain development. The education and training program shall: (1) be conducted quarterly; (2) include the latest, best practices from evidence-based and peer-reviewed research; and (3) be designed to improve the ability of courts to recognize and respond to the impact of child abuse, domestic violence, racial bias in sentencing, and trauma on all victims, specifically youth.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the |
5 | | Judicial Quality Act. |
6 | | Section 5. Education and training program. Subject to |
7 | | appropriation, the Administrative Office of the Illinois |
8 | | Courts may develop and implement an ongoing education and |
9 | | training program for judges and relevant court personnel, |
10 | | including guardians ad litem, regarding domestic violence, |
11 | | child abuse, racial bias in sentencing, cultural competency, |
12 | | and the impact of trauma on youth brain development. The |
13 | | education and training program shall: |
14 | | (1) be conducted quarterly; |
15 | | (2) include the latest, best practices from |
16 | | evidence-based and peer-reviewed research; and |
17 | | (3) be designed to improve the ability of courts to |
18 | | recognize and respond to the impact of child abuse, |
19 | | domestic violence, racial bias in sentencing, and trauma on |
20 | | all victims, specifically youth. |
21 | | Documentation showing completion of classes shall be |
22 | | available to the public upon request and recorded with the |
23 | | Administrative Office of the Illinois Courts.
