SYNOPSIS AS INTRODUCED:
 

 
New Act

     Creates the Judicial Quality Act. Authorizes the Administrative Office of the Illinois Courts to develop and implement, subject to appropriation, an ongoing education and training program for judges and relevant court personal regarding domestic violence, child abuse, racial bias in sentencing, cultural competency, and the impact of trauma on youth brain development. The education and training program shall: (1) be conducted quarterly; (2) include the latest, best practices from evidence-based and peer-reviewed research; and (3) be designed to improve the ability of courts to recognize and respond to the impact of child abuse, domestic violence, racial bias in sentencing, and trauma on all victims, specifically youth.

1    AN ACT concerning courts.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 1. Short title. This Act may be cited as the 
5Judicial Quality Act.
 
6    Section 5. Education and training program. Subject to 
7appropriation, the Administrative Office of the Illinois 
8Courts may develop and implement an ongoing education and 
9training program for judges and relevant court personnel, 
10including guardians ad litem, regarding domestic violence, 
11child abuse, racial bias in sentencing, cultural competency, 
12and the impact of trauma on youth brain development. The 
13education and training program shall:
14        (1) be conducted quarterly;
15        (2) include the latest, best practices from 
16    evidence-based and peer-reviewed research; and
17        (3) be designed to improve the ability of courts to 
18    recognize and respond to the impact of child abuse, 
19    domestic violence, racial bias in sentencing, and trauma on 
20    all victims, specifically youth.
21    Documentation showing completion of classes shall be 
22available to the public upon request and recorded with the 
23Administrative Office of the Illinois Courts.
