Amends the Environmental Protection Act. Provides that any facility that emits a carcinogen in this State must have a CAAPP permit. Defines "carcinogen". Effective January 1, 2021.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Environmental Protection Act is amended by |
5 | | adding Section 9.18 as follows: |
6 | | (415 ILCS 5/9.18 new) |
7 | | Sec. 9.18. Carcinogens; CAAPP permit. |
8 | | (a) Any facility that emits a carcinogen in this State must |
9 | | have a CAAPP permit. |
10 | | (b) In this Section, "carcinogen" means a substance listed |
11 | | under Group A of the U.S. Environmental Protection Agency's |
12 | | carcinogen risk assessment guidelines.

13 | | Section 99. Effective date. This Act takes effect January |
14 | | 1, 2021.
