The purpose of this Article is to |

flexibility and efficiency in the distribution |

| 11 | | services pursuant to locally established priorities. |
| 12 | | Through fiscal year 2017, this Article does not apply to |
| 13 | | school districts having a population in excess
of 500,000 |
