Amends the Alzheimer's Disease and Related Dementias Services Act. Provides that, in lieu of specified training requirements, a licensed home services agency may accept proof that a staff member has successfully completed an Alzheimer's training program that satisfies the requirements of specified provisions of the Illinois Administrative Code at or through another licensed home services agency within the 365 days before the staff member's date of employment.

1 | | AN ACT concerning health.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Alzheimer's Disease and Related Dementias |
5 | | Services Act is amended by changing Section 30 as follows: |
6 | | (410 ILCS 406/30) |
7 | | (For Act repeal see Section 90) |
8 | | Sec. 30. Staff training. |
9 | | (a) (Blank). |
10 | | (b) Staff with direct access to clients with Alzheimer's |
11 | | disease or a related dementia hired after the adoption of rules |
12 | | implementing this Act shall complete a minimum of 6 hours of |
13 | | initial training in the first 60 days of employment using an |
14 | | Alzheimer's disease and related dementias services curriculum |
15 | | compiled by the Department, except as provided in subsection |
16 | | (c). |
17 | | (c) In lieu of the training required under subsection (b), |
18 | | a home services agency licensed under the Home Health, Home |
19 | | Services, and Home Nursing Agency Licensing Act may accept |
20 | | proof that the staff member has successfully completed an |
21 | | Alzheimer's training program that satisfies the requirements |
22 | | of subsection (e) of 77 Ill. Adm. Code 245.71 at or through |
23 | | another licensed home services agency within the 365 days |

1 | | before the staff member's date of employment. |
2 | | Subsection (b) shall not apply to the following: |
3 | | (1) staff who received at least 6 hours of comparable |
4 | | training in compliance with licensure or certified |
5 | | training requirements; and |
6 | | (2) staff temporarily hired or temporarily detailed by |
7 | | a facility licensed under the Nursing Home Care Act to |
8 | | permit the facility to meet statutory staffing |
9 | | requirements. |
10 | | (d) An Alzheimer's disease and related dementias services |
11 | | curriculum compiled by the Department and published on the |
12 | | Department's website must include at a minimum the following |
13 | | topics: understanding dementia, effectively communicating with |
14 | | individuals with dementia, assisting individuals with dementia |
15 | | in performing activities of daily living, problem solving with |
16 | | individuals with dementia who exhibit challenging behavior, |
17 | | fundamentals of dementia care, safe environments, and managing |
18 | | the activities of individuals with dementia. |
19 | | (e) (Blank). |
20 | | (f) Upon the adoption of rules implementing this Act, staff |
21 | | with direct access to clients with dementia shall receive 3 |
22 | | hours of advanced training on caring for individuals with |
23 | | Alzheimer's disease and related dementias each year. |
24 | | (g) Upon the adoption of rules implementing this Act, |
25 | | Alzheimer's disease and related dementias services program |
26 | | employers shall maintain training records and make them |
