3 | | everything after the enacting clause with the following:

4 | | "Section 5. The School Code is amended by changing Sections |
5 | | 24-2 and 27-21 as follows:
|
6 | | (105 ILCS 5/24-2) (from Ch. 122, par. 24-2)

7 | | Sec. 24-2. Holidays. |
8 | | (a) Teachers shall not be required
to teach on Saturdays, |
9 | | nor, except as provided in subsection (b) of this Section, |
10 | | shall teachers or other school
employees, other than |
11 | | noncertificated school employees whose presence is
necessary |
12 | | because of an emergency or for the continued operation and
|
13 | | maintenance of school facilities or property, be
required to |
14 | | work on legal school
holidays, which are January 1, New Year's |
15 | | Day; the third Monday in
January, the Birthday of Dr. Martin |
16 | | Luther King, Jr.; February 12, the
Birthday of President |

1 | | Abraham Lincoln; the
first Monday in March (to be known as |
2 | | Casimir Pulaski's birthday); Good
Friday; the day designated as |

4 | | first Monday in September, Labor Day; the second Monday
in |
5 | | October, Columbus Day; November 11, Veterans' Day; the Thursday |
6 | | in
November commonly called Thanksgiving Day; and December 25, |
7 | | Christmas Day.
School boards may grant special holidays |
8 | | whenever in their judgment such
action is advisable. No |
9 | | deduction shall
be made from the time or
compensation of a |
10 | | school employee on account of any legal
or special holiday.

11 | | (b) A school board or other entity eligible to apply for |
12 | | waivers and modifications under Section 2-3.25g of this Code is |
13 | | authorized to hold school or schedule teachers' institutes, |
14 | | parent-teacher conferences, or staff development on the third |
15 | | Monday in January (the Birthday of Dr. Martin Luther King, |
16 | | Jr.); February 12 (the Birthday of President Abraham Lincoln); |
17 | | the first Monday in March (known as Casimir Pulaski's |
18 | | birthday); the second Monday in October (Columbus Day); and |
19 | | November 11 (Veterans' Day), provided that: |
20 | | (1) the person or persons honored by the holiday are |
21 | | recognized through instructional activities conducted on |
22 | | that day or, if the day is not used for student attendance, |
23 | | on the first school day preceding or following that day; |
24 | | and |
25 | | (2) the entity that chooses to exercise this authority |
26 | | first holds a public hearing about the proposal. The entity |

1 | | shall provide notice preceding the public hearing to both |
2 | | educators and parents. The notice shall set forth the time, |
3 | | date, and place of the hearing, describe the proposal, and |
4 | | indicate that the entity will take testimony from educators |
5 | | and parents about the proposal.
|
6 | | (c) Commemorative holidays, which recognize specified |
7 | | patriotic, civic,
cultural or historical persons, activities, |
8 | | or events, are regular school
days. Commemorative
holidays are: |
9 | | January 17 (the birthday of Muhammad Ali), January 28 (to be |
10 | | known as Christa McAuliffe Day and
observed as a commemoration |
11 | | of space exploration), February 15 (the
birthday of Susan B. |
12 | | Anthony), March 29 (Viet Nam War Veterans' Day),
September 11 |
13 | | (September 11th Day of Remembrance), the school day
immediately |
14 | | preceding Veterans' Day (Korean War Veterans'
Day), October 1 |
15 | | (Recycling Day), October 7 (Iraq and Afghanistan Veterans |
16 | | Remembrance Day), December 7 (Pearl Harbor Veterans' Day), and
|
17 | | any day so appointed by the President or
Governor. School |
18 | | boards may establish commemorative holidays whenever in
their |
19 | | judgment such action is advisable.
School boards shall include |
20 | | instruction relative to commemorated persons,
activities, or
|
21 | | events on the commemorative holiday or at any other time during |
22 | | the school
year and at any point in the curriculum when such |
23 | | instruction may be deemed
appropriate. The State Board of |
24 | | Education shall prepare and make available
to school boards |
25 | | instructional materials relative to commemorated persons,
|
26 | | activities,
or events which may be used by school boards in |

1 | | conjunction with any
instruction provided pursuant to this |
2 | | paragraph.
|
3 | | (d) City of Chicago School District 299 shall observe March |
4 | | 4 of each year as
a commemorative holiday. This holiday shall |
5 | | be known as Mayors' Day which
shall be a day to commemorate and |
6 | | be reminded of the past Chief Executive
Officers of the City of |
7 | | Chicago, and in particular the late Mayor Richard
J. Daley and |
8 | | the late Mayor Harold Washington. If March 4 falls on a
|
9 | | Saturday or Sunday, Mayors' Day shall be observed on the |
10 | | following Monday.

shall have as one of its objectives the imparting to |

comprehensive idea of our democratic form of |
20 | | government and the principles
for which our government stands |
21 | | as regards other nations, including the
studying of the place |
22 | | of our government in world-wide movements and the
leaders |
23 | | thereof, with particular stress upon the basic principles and
|
24 | | ideals of our representative form of government. The teaching |
25 | | of history
shall include a study of the role and contributions |

other ethnic groups , including , but |
2 | | not restricted to , Polish, Lithuanian, German,
Hungarian, |

4 | | French, Scots, Hispanics, Asian Americans, etc., in the history |
5 | | of this
country and this
State. To reinforce the study of the |
6 | | role and contributions of Hispanics, such curriculum shall |
7 | | include the study of the events related to the forceful removal |
8 | | and illegal deportation of Mexican-American U.S. citizens |
9 | | during the Great Depression. The teaching of history also shall |
10 | | include a study of the
role of labor unions and their |
11 | | interaction with government in achieving the
goals of a mixed |
12 | | free enterprise system. Beginning with the 2020-2021 school |
13 | | year, the teaching of history must also include instruction on |
14 | | the history of Illinois. No pupils shall be graduated
from the |
15 | | eighth grade of any
public school unless he has received such |
16 | | instruction in the history of the
United States and gives |
17 | | evidence of having a comprehensive knowledge
thereof.

25 | | Muslims and Muslim Americans to society. No pupils shall be |
26 | | graduated
from the eighth grade of any
public school unless he |

6 | | Section 95. No acceleration or delay. Where this Act makes |
7 | | changes in a statute that is represented in this Act by text |
8 | | that is not yet or no longer in effect (for example, a Section |
9 | | represented by multiple versions), the use of that text does |
10 | | not accelerate or delay the taking effect of (i) the changes |
11 | | made by this Act or (ii) provisions derived from any other |
12 | | Public Act.".
