| 2 | | AMENDMENT NO. ______. Amend Senate Bill 2142 as follows:

| 3 | | on page 1, lines 5, 7, 9, and 14, by deleting "Legislative" |
| 4 | | each time it appears; and

| 5 | | on page 2, line 1, by replacing "2" with "4"; and
|
| 6 | | on page 2, by replacing lines 2 through 6 with "members |
| 7 | | appointed by the Governor. The initial term for members"; and
|
| 8 | | on page 5, by replacing lines 1 and 2 with the following:
|
| 9 | | "(1) elect a Chair, Vice Chair, and Secretary;"; and
|
| 10 | | on page 5, line 15, by replacing "President" with "Chair"; and
|
| 11 | | by replacing line 24 on page 5 through line 14 on page 6 with |
| 12 | | the following:

| 1 | | "(e) The Vice Chair of the Council shall serve as Acting |
| 2 | | Chair in the Chair's absence;
|
| 3 | | (f) The Secretary of the Council shall:
|
| 4 | | (1) serve as the official liaison between the Council |
| 5 | | and the State Treasurer and the State Comptroller;
|
| 6 | | (2) prepare and distribute agendas of Council meetings |
| 7 | | to Council members;
|
| 8 | | (3) keep and maintain the minutes of Council meetings;
|
| 9 | | (4) record the final votes on any measure called for |
| 10 | | vote by the Chair."; and
|
| 11 | | on page 6, by replacing lines 15 through 24 with the following:
|
| 12 | | "(g) The Chair in transition shall be appointed by the |
| 13 | | Governor within 14 days after the effective date of this |
| 14 | | Act. The Chair in transition shall meet the qualifications |
| 15 | | set forth in Section 20 of this Act, and shall serve until |
| 16 | | the second Wednesday of the January following the effective |
| 17 | | date of this Act. The Chair in transition shall be |
| 18 | | responsible for initial outreach and marketing of the |
| 19 | | Council to the youth of Illinois. The Chair in transition |
| 20 | | may use the provisions of Section 35 of this Act to |
| 21 | | facilitate these duties."; and

| 22 | | on page 6, line 25, by replacing "(i)" with "(h)"; and
|
| 23 | | on page 7, line 18, by replacing "President" with "Chair"; and
|

| 1 | | on page 8, by replacing lines 11 through 17 with the following:

| 2 | | "Section 40. Council funding; staff support. The State |
| 3 | | Board of Education shall provide all funding, staff, and |
| 4 | | administrative support for the Council. Members of the Council |
| 5 | | shall not be compensated for serving as members, but may be |
| 6 | | reimbursed for actual expenses incurred in traveling to Council |
| 7 | | meetings, including travel, food, and lodging, and printing the |
| 8 | | annual report in compliance with Section 45 of this Act. Staff |
| 9 | | members shall be uncompensated and shall assist the Council in |
| 10 | | administrative duties."; and

| 11 | | by deleting line 22 on page 8 through line 14 on page 9.
