1 | | AMENDMENT TO SENATE BILL 2142

2 | | AMENDMENT NO. ______. Amend Senate Bill 2142 as follows:
|
3 | | by replacing line 20 on page 2 through line 24 on page 3 with |
4 | | the following: |
5 | | "(b) The Governor shall appoint 8 students located in the |
6 | | Chicagoland area to the Council who have a freshman, sophomore, |
7 | | junior, or senior standing, and are currently attending an |
8 | | institution of higher education that offers post-secondary |
9 | | certificates or degrees. Of those 8 students, 2 students shall |
10 | | be enrolled at a public university, 2 students shall be |
11 | | enrolled at a not-for-profit college, 2 students shall be |
12 | | enrolled at a for-profit college, and 2 students shall be |
13 | | enrolled at a community college. Of the 8 students, no more |
14 | | than one student shall represent the following types of |
15 | | students: |
16 | | (1) one traditional direct entrant, meaning a recent |

1 | | high school graduate; |
2 | | (2) one first generation student; |
3 | | (3) one Monetary Award Program grantee; |
4 | | (4) one veteran; |
5 | | (5) one non-traditionally aged student; |
6 | | (6) one ex-offender; |
7 | | (7) one student of color; and |
8 | | (8) one transfer student. |
9 | | (c) The Governor shall appoint 6 students located in |
10 | | downstate Illinois to the Council who have a freshman, |
11 | | sophomore, junior, or senior standing, and are currently |
12 | | attending an institution of higher education that offers |
13 | | post-secondary certificates or degrees. Of those 6 students, 2 |
14 | | students shall be enrolled at a public university, 1 student |
15 | | shall be enrolled at a not-for-profit college, 1 student shall |
16 | | be enrolled at a for-profit college, and 2 students shall be |
17 | | enrolled at a community college. Of the 6 students, no more |
18 | | than one student shall represent one of the following types of |
19 | | students: |

6 | | be attending a public high school, 2 shall be attending a |
7 | | private high school, 2 shall be attending a Department of |
8 | | Juvenile Justice high school, and 2 shall be attending a GED |
9 | | program. The appointees under this subsection (d) shall have a |
10 | | junior or senior standing in their respective high school or |
11 | | high school equivalent program. |
12 | | (e) The Governor shall appoint 6 students located in |
13 | | downstate Illinois to the Council who currently attend high |
14 | | school or an equivalent program. Of the 6 appointees, 2 shall |
15 | | be attending a public high school, 1 shall be attending a |
16 | | private high school, 1 shall be attending a Department of |

21 | | on page 3, line 25, by replacing "(d)" with "(f)"; and |
22 | | on page 4, line 3, by replacing "(e)" with "(g)"; and |
23 | | on page 4, immediately below line 5, by inserting the |

2 | | "(h) For the purposes of this Section: |
3 | | "Chicagoland area" means Cook County, McHenry County, |
4 | | Lake County, DuPage County, and Will County. |
5 | | "Downstate Illinois" means all other areas of this |
6 | | State outside of the Chicagoland area."; and |
7 | | on page 4, by replacing lines 6 through 17 with the following: |
8 | | "Section 20. Members; qualifications. Each member of the |
9 | | Council shall, during his or her term, be a student enrolled at |
10 | | a high school, community college, or university in this State, |
11 | | except that if a member graduates from high school or college |
12 | | during his or her term, such member shall be allowed to |
13 | | complete the term."; and |
14 | | by replacing line 22 on page 7 through line 1 on page 8 with |
15 | | "31. The notice shall include the requirements for membership |
16 | | and a copy of the application.".
