| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Neighborhood Restoration and Alternative |
| 5 | | Sentencing Job Training Act is amended by changing Section 5 as |
| 6 | | follows:

The Legislature finds that throughout |

there are areas in which overcrowding in county jails |
| 10 | | exist as well as
similar problems in the State correctional |
| 11 | | facilities, at the same time, many
communities have a problem |
| 12 | | with deteriorating housing that with adequate
repair and |
| 13 | | restoration could be used as housing for the homeless, mentally |
| 14 | | ill, and low
income families as transitional accommodations. |
