1 | | AN ACT concerning education.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the Grow |
5 | | Your Own STEM and Vocational Education Teachers Act. |
6 | | Section 5. Definition. In this Act, "public institution of |
7 | | higher education" means the University of Illinois, Southern |
8 | | Illinois University, Chicago State University, Eastern |
9 | | Illinois University, Governors State University, Illinois |
10 | | State University, Northeastern Illinois University, Northern |
11 | | Illinois University, Western Illinois University, or any other |
12 | | public university or college, other than a community college, |
13 | | new or hereafter established or authorized by the General |
14 | | Assembly. |
15 | | Section 10. Grow Your Own STEM and Vocational Education |
16 | | Teachers Program. Subject to any tuition waiver limitation |
17 | | established by the Board of Higher Education, a public |
18 | | institution of higher education shall, if funds are |
19 | | appropriated to the Board of Higher Education under this Act, |
20 | | waive any tuition, fees, and on-campus housing costs for a |
21 | | student who does all of the following: |
22 | | (1) Agrees to pursue a minimum of a bachelor's degree |

1 | | in agriculture, science, technology, engineering, or |
2 | | mathematics for a teaching occupation that includes, but is |
3 | | not limited to, mathematics, natural sciences, or career |
4 | | and vocational education in the areas of agriculture |
5 | | education teacher, technology teacher, industrial arts |
6 | | teacher, trade teacher, health care teacher, or |
7 | | information technology teacher. |
8 | | (2) Agrees to attend a public institution of higher |
9 | | education to pursue an undergraduate degree or an advanced |
10 | | degree in one of the concentrations set forth under |
11 | | paragraph (1). |
12 | | (3) Agrees to teach at a hard-to-staff school, as |
13 | | determined by the Board of Higher Education. |
14 | | (4) Maintains a minimum 3.0 cumulative grade point |
15 | | average (or its equivalent as determined by the Board of |
16 | | Higher Education) at all times. |
17 | | (5) Agrees to fully reimburse the public institution of |
18 | | higher education for any waived tuition, fees, or costs if |
19 | | the student fails to teach at least 3 years at a high |
20 | | school located in this State or at least 5 years at a |
21 | | public institution of higher education or a public |
22 | | community college located in this State. |
23 | | Section 15. Grow Your Own Dual Credit Teachers Program. |
24 | | Subject to any tuition waiver limitation established by the |
25 | | Board of Higher Education, a public institution of higher |

1 | | education shall, if funds are appropriated to the Board of |
2 | | Higher Education under this Act, waive any tuition and fees for |
3 | | a student who is a licensed Illinois teacher with a master's |
4 | | degree and who does all of the following: |
5 | | (1) Agrees to pursue up to a maximum of 18 graduate |
6 | | hours necessary to qualify the student to teach dual credit |
7 | | consistent with applicable accreditation and State |
8 | | standards for dual credit faculty. These credit hours shall |
9 | | be in disciplines consistent with the general education |
10 | | areas specified in the General Education Core Curriculum or |
11 | | with the student's major in the Illinois Articulation |
12 | | Initiative, provided the institution has those courses. |
13 | | (2) Agrees to fully reimburse the public institution of |
14 | | higher education for any waived tuition or fees if the |
15 | | student fails to teach at least 5 years at a high school |
16 | | located in this State after the completion of the graduate |
17 | | hours. |
18 | | Section 20. Funding. Funding for this Act shall come from |
19 | | the General Revenue Fund and shall be subject to appropriation. |
20 | | Section 90. Rules. The Board of Higher Education shall |
21 | | adopt rules it determines are necessary for the administration |
22 | | of this Act.

23 | | Section 99. Effective date. This Act takes effect July 1, |
24 | | 2020.
