2 | | AMENDMENT NO. ______. Amend Senate Bill 1919 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Public Community College Act is amended by |
5 | | adding Section 2-26 as follows: |
6 | | (110 ILCS 805/2-26 new) |
7 | | Sec. 2-26. 21st Century Employment grant program. |
8 | | (a) The State Board shall establish and administer a 21st |
9 | | Century Employment grant program. To qualify for a grant, a |
10 | | community college district and a public high school located in |
11 | | that district must jointly establish a collaborative regional |
12 | | partnership with workforce development organizations, |
13 | | including community-based organizations with a vested interest |
14 | | in the workforce, regional economic development organizations, |
15 | | and economic development officials in the district, along with |
16 | | manufacturers, healthcare service providers, and innovative |

1 | | technology businesses that have a presence in the district, to |
2 | | provide a manufacturing training program. A grant recipient |
3 | | must provide the State Board with a plan that meets all of the |
4 | | following requirements: |
5 | | (1) The plan shall define specific goals that a student |
6 | | must meet upon graduation. |
7 | | (2) The plan shall include the type of professional |
8 | | skills that will be taught in order for the students to |
9 | | gain and retain employment. The professional skills |
10 | | curriculum in the program shall include, but not be limited |
11 | | to, training on all of the following: |
12 | | (A) Effective communication skills. |
13 | | (B) Teamwork. |
14 | | (C) Dependability. |
15 | | (D) Adaptability. |
16 | | (E) Conflict resolution. |
17 | | (F) Flexibility. |
18 | | (G) Leadership. |
19 | | (H) Problem-solving. |
20 | | (I) Research. |
21 | | (J) Creativity. |
22 | | (K) Work ethic. |
23 | | (L) Integrity. |
24 | | In awarding grants under this Section, the State Board |
25 | | must give priority to plans that demonstrate a formal |
26 | | articulation agreement between a public high school and a |

1 | | community college district. |
2 | | (3) The plan shall include a budget that includes any |
3 | | outside donations, including any in-kind donations, made |
4 | | to help the program, including from non-profit entities and |
5 | | individuals. |
6 | | (4) The plan shall include the proposed number of |
7 | | individuals who would be enrolled in the program, along |
8 | | with the places that those individuals could be employed at |
9 | | after graduation and what industries would be targeted. The |
10 | | plan must support a seamless transition into higher |
11 | | education and career opportunities and must outline the |
12 | | college credit and on-the-job training hours that will |
13 | | transfer from the high school to a community college. |
14 | | (5) The plan shall require a private-public |
15 | | partnership clause that requires private businesses to |
16 | | contribute an amount determined by the State Board and the |
17 | | collaborative regional partnership that does not exceed |
18 | | 40% of the amount of the total project. The applicant must |
19 | | provide the State Board with a receipt of contributions |
20 | | from businesses to evidence compliance with this |
21 | | paragraph. However, businesses may contribute equipment or |
22 | | offer their facilities, in which case a business shall |
23 | | establish a cost of use of its facility, to meet the |
24 | | requirements of this paragraph. |
25 | | (6) The plan shall indicate the certificates that the |
26 | | community college or high school will offer to students |

1 | | upon graduation, as agreed to by the collaborative regional |
2 | | partnership. The community college or high school shall |
3 | | offer no less than 6 types of industry-recognized |
4 | | certificates. |
5 | | (b) The State Board shall establish an advisory board for |
6 | | the grant program established under subsection (a) that |
7 | | consists of all of the following members: |
8 | | (1) The Director of Commerce and Economic Opportunity. |
9 | | (2) The Executive Director of the State Board. |
10 | | (3) The State Superintendent of Education. |
11 | | (4) The Director of Labor. |
12 | | (5) A senator appointed by the President of the Senate. |
13 | | (6) A senator appointed by the Minority Leader of the |
14 | | Senate. |
15 | | (7) A representative appointed by the Speaker of the |
16 | | House of Representatives. |
17 | | (8) A representative appointed by the Minority Leader |
18 | | of the House of Representatives. |
19 | | (9) A member from a statewide organization that |
20 | | represents manufacturing companies throughout this State, |
21 | | appointed by the Governor. |
22 | | (10) A member who represents at-risk students, |
23 | | including, but not limited to, opportunity youth, |
24 | | appointed by the Governor. |
25 | | (11) A member from a statewide organization that |
26 | | represents multiple employee unions in this State, |

1 | | appointed by the Governor. |
2 | | (12) A member from a trade union, appointed by the |
3 | | Governor. |
4 | | (13) A member from a statewide organization that |
5 | | represents the business community, appointed by the |
6 | | Governor. |
7 | | (14) A member from a statewide organization that |
8 | | represents service employees in this State, appointed by |
9 | | the Governor. |
10 | | (15) Educators representing various regions of this |
11 | | State from professional teachers' organizations, appointed |
12 | | by the Governor. |
13 | | (16) A member from a statewide organization that |
14 | | represents hospitals in this State, appointed by the |
15 | | Governor. |
16 | | (17) A president of a community college, appointed by |
17 | | the Governor. |
18 | | (18) A district superintendent of a high school |
19 | | district, appointed by Governor. |
20 | | The members of the advisory board shall serve without |
21 | | compensation but shall be reimbursed for their reasonable and |
22 | | necessary expenses from funds appropriated to the State Board |
23 | | for that purpose, including travel, subject to the rules of the |
24 | | appropriate travel control board. |
25 | | The advisory board shall meet at the call of the State |
26 | | Board and shall report to the State Board. The State Board |

1 | | shall provide administrative and other support to the advisory |
2 | | board. |
3 | | (c) The advisory board established under subsection (b) |
4 | | shall have all of the following duties: |
5 | | (1) To review the progress made by each grant |
6 | | recipient, including, but not limited to, the |
7 | | gainful-employment success rate, how many students remain |
8 | | employed for how long, and how many students went on to |
9 | | receive higher manufacturing certificates. |
10 | | (2) To review how many students went on to complete a |
11 | | paid internship or apprenticeship upon graduation. |
12 | | (3) To compile a list of programs offered by each |
13 | | community college or high school. |
14 | | (4) To analyze whether the certificates are closing the |
15 | | gap in education for the current needs of the labor force, |
16 | | and to offer suggestions on how to close the gap if one |
17 | | still exists. |
18 | | (5) To suggest certificates that could help future |
19 | | employers looking to locate in this State. |
20 | | (6) To offer guidelines for the types of certificates |
21 | | that a community college or high school should pursue. |
22 | | (7) To offer possible rules to the State Board that the |
23 | | grant process should follow. |
24 | | (d) The State Board may adopt any rules necessary for the |
25 | | purposes of this Section. ".
