    Amends the Illinois Complete Count Commission Act. Provides that members serving on the Commission on the effective date of this amendatory Act may be reappointed as members for consecutive decennial census terms. Provides that the census outreach strategy shall have a strategic focus on addressing hard to count and underserved communities that the census historically overlooks, including, but not limited to, communities of color, urban and rural low-income households, immigrants, populations with language barriers, and young children. Provides for local complete count commissions. Provides further reporting requirements. Provides for Post-decennial census activities. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Complete Count Commission Act is
5amended by changing Sections 5, 15, 20, and 25 as follows:

8    Sec. 5. Commission; members; meetings.
9    (a) The Illinois Complete Count Commission is created,
10which shall consist of the following members:
11        (1) the President of the Senate or his or her designee;
12        (2) the Speaker of the House of Representatives or his
13    or her designee;
14        (3) the Minority Leader of the Senate or his or her
15    designee;
16        (4) the Minority Leader of the House of Representatives
17    or his or her designee;
18        (5) the Mayor of Chicago or his or her designee;
19        (6) the Governor or his or her designee;
20        (7) the Secretary of State or his or her designee;
21        (8) the President of the Cook County Board or his or
22    her designee;
23        (9) three individuals representing units of local

1    government outside of the City of Chicago, reflecting the
2    geographic diversity of the State, appointed by the
3    Secretary of State;
4        (10) four individuals representing units of local
5    government outside of the City of Chicago, reflecting the
6    geographic diversity of the State, appointed by the
7    Governor;
8        (11) one representative each from four different
9    organizations representing the interests of minorities in
10    the State appointed by the Secretary of State; and
11        (12) one representative each from three different
12    organizations representing the interests of business in
13    the State, including one organization representing
14    minority business interests appointed by the Governor.
15    (b) Members shall serve at the pleasure of their respective
16appointing official and vacancies shall be filled in the same
17manner as the initial appointment. Members serving on the
18Commission on the effective date of this amendatory Act of the
19101st General Assembly may be reappointed as members for
20consecutive decennial census terms.
21    (c) The Secretary of State shall serve as chairperson of
22the Commission. The Commission shall meet at the call of the
23chair or upon request of any 10 members of the Commission.

2    Sec. 15. Duties.
3    (a) The Commission shall develop, recommend, and assist in
4the administration of a census outreach strategy to encourage
5full participation in the 2020 federal decennial census of
6population required by Section 141 of Title 13 of the United
7States Code.
8    (b) The census outreach strategy shall include, but not be
9limited to, State agency initiatives to encourage
10participation in the 2020 Census, the establishment and support
11of school-based outreach programs, partnerships with
12non-profit community-based organizations, and a multi-lingual,
13multi-media campaign designed to ensure an accurate and
14complete count of Illinois' population.
15    (b-5) The census outreach strategy shall have a strategic
16focus on addressing hard to count and underserved communities
17that the census historically overlooks, including, but not
18limited to, communities of color, urban and rural low-income
19households, immigrants, populations with language barriers,
20and young children.
21    (c) To assist in carrying out its duties, the Commission
22may create and appoint subcommittees as it deems appropriate
23and shall solicit participation from relevant experts and
24practitioners involved in census issues.

3    Sec. 20. Coordination; support.
4    (a) The Illinois Complete Count Commission outreach
5strategy shall be coordinated through the Office of the
6Secretary of State which shall provide administrative support
7to the Commission and coordinate with all State agencies and
8constitutional officers, as well as units of local government,
9to identify effective methods of outreach to Illinoisans and to
10provide resources to ensure the outreach program is successful
11and that all Illinoisans are counted.
12    (a-5) The Commission shall work with local cities,
13municipalities, villages, and townships to encourage them to
14form their own Complete Count Commissions. These Commissions
15shall be established by either resolution or proclamation to
16work in conjunction with the Commission established under this
17Act. It is the Commission's goal for every District in the
18General Assembly to form, fund, and appoint members to each
19local Commission. Local Commissions shall work with complete
20count committees to design and implement census outreach
21strategy efforts in their perspective areas.
22    (a-10) The Commission shall establish relationships with
23independent organizations, such as nonprofit organizations,
24community organizations, and congregations, in each District
25of the General Assembly to encourage and assist them to create
26complete count committees. The Commission may accept financial

1support from nonprofit organizations and charitable
2foundations.
3    (b) All State agencies shall inform the Office of the
4Secretary of State of their designated census coordinator and
5cooperate with the Commission and provide support to the
6Commission. For the purposes of this Section, "State agencies"
7means any executive agency or department directly responsible
8to the Governor. Other entities of State government, including
9other constitutional officers, the offices of the legislative
10and judicial branches, and units of local government shall
11cooperate and provide all reasonable assistance to the
12Commission.

16    Sec. 25. Reports. The Commission shall submit an interim
17report to the General Assembly by November 30, 2018, containing
18its recommended outreach strategy to encourage full
19participation and to avoid an undercount in the 2020 Census;
20thereafter, the Commission through reports and presentations,
21shall advise the Governor and General Assembly not less than
22quarterly on its work. Six months prior to the decennial
23census, the Commission shall advise the Governor and the
24General Assembly on a monthly basis. The the Commission shall
25submit its final report to the General Assembly no later than

1June 30, 2019, specifying its recommended outreach strategy for
2implementation for the 2020 Census.
3    Post-decennial census activities shall include, but not be
4limited to, a report prepared by the Commission to be received
5and filed by the General Assembly detailing the Commission's
6efforts for the 2020 Census, including the background on the
7State's population at the time, targeted populations,
8description of Commission members and subcommittees, the
9State's overall efforts, partnerships, materials distributed,
10and decennial-specific Census results for Illinois. Such
11record-keeping will enrich the State's historical archive and
12assist future Commission efforts.

14    Section 99. Effective date. This Act takes effect upon
15becoming law.
