AMENDMENT TO SENATE BILL 1268

2    AMENDMENT NO. ______. Amend Senate Bill 1268 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Sections
527-20.3 and 27-21 and by adding Section 27-20.8 as follows:
 
6    (105 ILCS 5/27-20.3)  (from Ch. 122, par. 27-20.3)
7    Sec. 27-20.3. Holocaust and Genocide Study. Every public
8elementary school and high school shall include in its
9curriculum a unit of instruction studying the events of the
10Nazi atrocities of 1933 to 1945. This period in world history
11is known as the Holocaust, during which 6,000,000 Jews and
12millions of non-Jews were exterminated. One of the universal
13lessons of the Holocaust is that national, ethnic, racial,
14political, or religious hatred can overtake any nation or
15society, leading to calamitous consequences. To reinforce that
16lesson, such curriculum shall include an additional unit of

1instruction studying other genocides acts of genocide across
2the globe. This unit must shall include, without limitation but
3not be limited to, Native Americans in the United States of
4America, the Armenian Genocide, the Famine-Genocide in
5Ukraine, and more recent genocides atrocities in Cambodia
6committed by the Khmer Rouge, Bosnia, Rwanda, and Sudan, and
7Myanmar against the Rohingya Muslims. The studying of this
8material is a reaffirmation of the commitment of free peoples
9from all nations to never again permit the occurrence of
10another Holocaust or genocide and a recognition that genocides
11crimes of genocide continue to be perpetrated across the globe
12as they have been in the past and to deter indifference to
13crimes against humanity and human suffering wherever they may
14occur.
15    The State Superintendent of Education may prepare and make
16available to all school boards instructional materials which
17may be used as guidelines for development of a unit of
18instruction under this Section; provided, however, that each
19school board shall itself determine the minimum amount of
20instruction time which shall qualify as a unit of instruction
21satisfying the requirements of this Section.

25    (a) Every public elementary school and high school shall

1include in its curriculum a unit of instruction studying the
2events of Asian American history, including the history of
3Asian Americans in Illinois and the Midwest, as well as the
4contributions of Asian Americans toward advancing civil rights
5from the 19th century onward. These events shall include the
6contributions made by individual Asian Americans in government
7and the arts, humanities, and sciences, as well as the
8contributions of Asian American communities to the economic,
9cultural, social, and political development of the United
10States. The studying of this material shall constitute an
11affirmation by students of their commitment to respect the
12dignity of all races and peoples and to forever eschew every
13form of discrimination in their lives and careers.
14    (b) The State Superintendent of Education may prepare and
15make available to all school boards instructional materials,
16including those established by the Public Broadcasting
17Service, that may be used as guidelines for development of a
18unit of instruction under this Section. However, each school
19board shall itself determine the minimum amount of
20instructional time that shall qualify as a unit of instruction
21satisfying the requirements of this Section.
22    (c) The regional superintendent of schools shall monitor a
23school district's compliance with this Section's curricular
24requirements during his or her annual compliance visit.
25    (d) A school may meet the requirements of this Section
26through an online program or course.

3    Sec. 27-21. History of United States. History of the United
4States shall be taught in all public schools and in all other
5educational institutions in this State supported or
6maintained, in whole or in part, by public funds. The teaching
7of history shall have as one of its objectives the imparting to
8pupils of a comprehensive idea of our democratic form of
9government and the principles for which our government stands
10as regards other nations, including the studying of the place
11of our government in world-wide movements and the leaders
12thereof, with particular stress upon the basic principles and
13ideals of our representative form of government. The teaching
14of history shall include a study of the role and contributions
15of African Americans and other ethnic groups, including, but
16not restricted to, Polish, Lithuanian, German, Hungarian,
17Irish, Bohemian, Russian, Albanian, Italian, Czech, Slovak,
18French, Scots, Hispanics, Asian Americans, etc., in the history
19of this country and this State. To reinforce the study of the
20role and contributions of Hispanics, such curriculum shall
21include the study of the events related to the forceful removal
22and illegal deportation of Mexican-American U.S. citizens
23during the Great Depression. The teaching of history shall also
24include the study of the wrongful incarceration of Japanese
25Americans during World War II pursuant to United States

1President Franklin Delano Roosevelt's signed Executive Order
29066, the heroic service of the 100th Infantry Battalion and
3the 442nd Regimental Combat Team of the United States Army
4during World War II, the subsequent legal challenges by
5Japanese Americans to Executive Order 9066, the resettlement of
6Japanese Americans in Illinois following incarceration, and
7the formal apology and redress for the incarceration issued by
8the United States government in 1988. The teaching of history
9also shall include a study of the role of labor unions and
10their interaction with government in achieving the goals of a
11mixed free enterprise system. Beginning with the 2020-2021
12school year, the teaching of history must also include
13instruction on the history of Illinois. No pupils shall be
14graduated from the eighth grade of any public school unless he
15has received such instruction in the history of the United
16States and gives evidence of having a comprehensive knowledge
17thereof.

14    Section 95. No acceleration or delay. Where this Act makes
15changes in a statute that is represented in this Act by text
16that is not yet or no longer in effect (for example, a Section
17represented by multiple versions), the use of that text does
18not accelerate or delay the taking effect of (i) the changes
19made by this Act or (ii) provisions derived from any other
20Public Act.
 
21    Section 99. Effective date. This Act takes effect July 1,
222021.".
