4 | | (c) The Board shall develop a process allowing law |
5 | | enforcement agencies to request a waiver of this training |
6 | | requirement for any specific individual assigned as a school |
7 | | resource officer. Applications for these waivers may be |
8 | | submitted by a local law enforcement agency chief administrator |
9 | | for any officer whose prior training and experience may qualify |
10 | | for a waiver of the training requirement of this subsection |
11 | | (c). The Board may issue a waiver at its discretion, based |
12 | | solely on the prior training and experience of an officer. |
13 | | (d) Upon completion, the employing agency shall be issued a |
14 | | certificate attesting to a specific officer's completion of the |
15 | | school resource officer training. Additionally, a letter of |
16 | | approval shall be issued to the employing agency for any |
17 | | officer who is approved for a training waiver under this |
18 | | subsection (d).

19 | | (e) The Board may offer the school resource officer course |
20 | | developed under this Section to a qualified retired law |
21 | | enforcement officer, as defined under the federal Law |
22 | | Enforcement Officers Safety Act of 2004, for the purpose of |
23 | | employment at a school or school district and may issue, for |
24 | | such purpose, a certificate or waiver in the same manner as |
25 | | provided under this Section for any other officer. |
26 | | (f) Notwithstanding any other provision of law to the |

1 | | contrary, nothing in this Section prohibits a school resource |
2 | | officer or qualified retired law enforcement officer from |
3 | | carrying a firearm. |

5 | | Section 10. The School Code is amended by renumbering and |
6 | | changing Section 10-20.67, as added by Public Act 100-984, as |
7 | | follows: |

9 | | Sec. 10-20.68 10-20.67 . School resource officer. |
10 | | (a) In this Section, "school resource officer" means a law |
11 | | enforcement officer who has been primarily assigned to a school |
12 | | or school district under an agreement with a local law |
13 | | enforcement agency. |
14 | | (b) Beginning January 1, 2021, any law enforcement agency |
15 | | that provides a school resource officer under this Section |
16 | | shall provide to the school district a certificate of |
17 | | completion, or approved waiver, issued by the Illinois Law |
18 | | Enforcement Training Standards Board under Section 10.22 of the |
19 | | Illinois Police Training Act indicating that the subject |
20 | | officer has completed the requisite course of instruction in |
21 | | the applicable subject areas within one year of assignment, or |
22 | | has prior experience and training which satisfies this |
23 | | requirement. |
24 | | (c) In an effort to defray the related costs, any law |

1 | | enforcement agency that provides a school resource officer |
2 | | should apply for grant funding through the federal Community |
3 | | Oriented Policing Services grant program.

4 | | (d) Beginning January 1, 2021, a school or school district |
5 | | may employ a qualified retired law enforcement officer, as |
6 | | defined under the federal Law Enforcement Officers Safety Act |
7 | | of 2004, who obtains a certificate of completion or approved |
8 | | waiver under Section 10.22 of the Illinois Police Training Act |
9 | | to carry out the duties of a school resource officer. |
10 | | (e) Notwithstanding any other provision of law to the |
11 | | contrary, nothing in this Section prohibits a school resource |
12 | | officer or qualified retired law enforcement officer from |
13 | | carrying a firearm. |
