2 | | Governor and the General Assembly for policies to remove those |
3 | | barriers. |
4 | | (b) The Commission shall consist of 21 members, appointed |
5 | | by the Governor as follows: |
6 | | the Director of Labor or his or her designee who shall |
7 | | serve as chairperson of the Commission; |
8 | | the Director of Commerce and Economic Opportunity or |
9 | | his or her designee; |
10 | | the Chairman of the Board of Directors of the Illinois |
11 | | State Toll Highway Authority or his or her designee; |
12 | | the Executive Director of the Capital Development |
13 | | Board or his or her designee; |
14 | | the Secretary of Transportation or his or her designee; |
15 | | six members of the Senate recommended by the Senate |
16 | | President, which must include at least one |
17 | | African-American Senator and one Hispanic Senator; |
18 | | six members of the House of Representatives |
19 | | recommended by the Speaker of the House, which must include |
20 | | at least one African-American Representative and one |
21 | | Hispanic Representative; and |
22 | | four persons from a statewide labor organization |
23 | | representing more than one international union. |
24 | | (c) The Commission shall meet no less than 4 times each |
25 | | year, and shall at least annually make recommendations to the |
26 | | Department, the Governor, and the General Assembly. These |

1 | | recommendations shall include short-term and long-term |
2 | | solutions, and shall include suggestions for minority |
3 | | inclusion in public works projects. |
4 | | (d) The Department shall provide administrative support |
5 | | and staffing for the Commission. The Department may hire staff |
6 | | to perform outreach in promoting diversity in the construction |
7 | | trades.

8 | | Section 99. Effective date. This Act takes effect upon |
9 | | becoming law.".
