1 | | Presidential Library and Museum and the Abraham Lincoln |
2 | | Presidential Library Foundation shall mutually co-operate to |
3 | | maximize resources available to the Abraham Lincoln |
4 | | Presidential Library and Museum and to support, sustain, and |
5 | | provide educational programs and collections at the Abraham |
6 | | Lincoln Presidential Library and Museum. Any membership fees |
7 | | collected by the Abraham Lincoln Presidential Library |
8 | | Foundation may be used to support the Abraham Lincoln |
9 | | Presidential Library and Museum programs or collections at the |
10 | | Foundation's discretion. The Abraham Lincoln Presidential |
11 | | Library Foundation Board shall select and submit to the |
12 | | Governor's Office potential applicants for the office of Chief |
13 | | Executive Officer of the Abraham Lincoln Presidential Library |
14 | | Foundation. Within 30 days after receiving the potential |
15 | | applicants, the Governor shall appoint a Chief Executive |
16 | | Officer of the Abraham Lincoln Presidential Library Foundation |
17 | | with advice and consent of the Senate. A Chief Executive |
18 | | Officer shall serve a term of 4 years.

21 | | Sec. 52. Examinations and audit reports. |
22 | | (a) While the Agency and the Abraham Lincoln Presidential |
23 | | Library Foundation are mutually co-operating as provided under |
24 | | Section 15, at least once during every biennium the Auditor |
25 | | General shall conduct a management audit of the relationship |

1 | | between the Agency and the Abraham Lincoln Presidential Library |
2 | | Foundation. The management audit shall examine, at a minimum, |
3 | | the following: |
4 | | (1) the type and amount of direct and indirect support |
5 | | provided by the Agency to the Foundation; |
6 | | (2) the type and amount of direct and indirect support |
7 | | provided by the Foundation to the Agency; |
8 | | (3) the revenues and expenditures related to the |
9 | | Foundation's operation of the store and restaurant; |
10 | | (4) the extent to which the Agency has monitored its |
11 | | agreement with the Foundation and whether required reports |
12 | | are being submitted in a timely manner; |
13 | | (5) any other actions taken by the Agency to oversee |
14 | | the Foundation to ensure that the purpose of the |
15 | | relationship is being fulfilled to the fullest extent |
16 | | possible; and |
17 | | (6) whether the Foundation has received any other State |
18 | | moneys from any other State agency and, if so, the amount |
19 | | and purpose of those funds. |
20 | | (b) Upon written notice from the Agency indicating the date |
21 | | upon which the Agency and the Abraham Lincoln Presidential |
22 | | Library Foundation ceased mutually co-operating as provided |
23 | | under Section 15, the Auditor General shall conduct a final |
24 | | management audit of the relationship between the Agency and the |
25 | | Abraham Lincoln Presidential Library Foundation on that date. |
26 | | The management audit shall examine, at a minimum, the matters |

1 | | set forth in subsection (a), together with such other matters |
2 | | as the Agency may indicate in its notice, or the Auditor |
3 | | General may determine, are relevant to the transition of the |
4 | | Abraham Lincoln Presidential Library Foundation from mutual |
5 | | cooperation with the Agency. |
6 | | The Agency and the State of Illinois shall have no |
7 | | responsibility for the debts or other liabilities incurred by |
8 | | the Abraham Lincoln Presidential Library Foundation on and |
9 | | after the date that mutual cooperation ceased. |
10 | | (c) The Auditor General shall report the results of each |
11 | | audit conducted under this Section to the Governor and the |
12 | | General Assembly.

13 | | Section 99. Effective date. This Act takes effect upon |
14 | | becoming law.".
