AMENDMENT TO SENATE BILL 223 




2    AMENDMENT NO. ______. Amend Senate Bill 223 on page 1, line 
35, by changing "Section 5" to "Sections 5 and 8"; and 
 
4on page 1, by replacing lines 8 and 9 with "shall, unless it 
5has a satisfactory relationship for services with one or more 
6firms and the cost of services for the project is estimated to 
7be less than $1,000,000, evaluate the firms submitting 
8letters"; and


 
9on page 2, below line 2, by inserting the following:



 


10    "(50 ILCS 510/8)  (from Ch. 85, par. 6408)




11    Sec. 8. Waiver of competition. A political subdivision may 
12waive the
requirements of Sections 4, 5, and 6 if: (1) it 
13determines, by resolution, that an
emergency situation exists 
14and a firm must be selected in an expeditious
manner; (2) , or 
15the cost of architectural, engineering, and land surveying

1services for the project is expected to
be less than $50,000; 
2or (3) the political subdivision contracts with a firm with 
3which the political subdivision has a satisfactory 
4relationship and the cost of services for the project is 
5estimated to be less than $1,000,000. $40,000. This amount 
6shall be increased annually by a percentage equal to the annual 
7unadjusted percentage increase, if any, as determined by the 
8consumer price index-u. 

9    For purposes of this Section, "consumer price index-u" 
10means the index published by the Bureau of Labor Statistics of 
11the United States Department of Labor that measures the average 
12change in prices of goods and services purchased by all urban 
13consumers, United States city average, all items, 1982-84=100.
