Amends the Illinois Power Agency Act, the Public Utilities Act, and the Energy Assistance Act. Provides that the Department of Commerce and Economic Opportunity, the Illinois Commerce Commission, and the Illinois Power Agency shall cooperate in issuing a report evaluating opportunities for electric utility customers' ability to participate in the State's clean energy economy. Provides for repeal of the provisions on January 1, 2021. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Power Agency Act is amended by |
| 5 | | adding Section 1-76 as follows:
|

| 7 | | Sec. 1-76. Study of access to Illinois clean energy |
| 8 | | economy. No later than June 30, 2020, the Agency shall, in |
| 9 | | cooperation with the Department of Commerce and Economic |
| 10 | | Opportunity and the Illinois Commerce Commission, issue a |
| 11 | | report evaluating opportunities for electric utility customers |
| 12 | | to participate in the State's clean energy economy. |
| 13 | | This Section is repealed on January 1, 2021.
