2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Mark | ||||||
4 | Kevin Tolbert, who passed away on November 16, 2020; and
| ||||||
5 | WHEREAS, Mark Tolbert was born in Memphis, Tennessee to | ||||||
6 | Eddie Lee and Hannah Ruth Tolbert on March 14, 1971; at the age | ||||||
7 | of five, he relocated to Chicago to reside with and be raised | ||||||
8 | by his Aunt Everlina and Uncle Charles Cowan; he attended | ||||||
9 | Gallistel Elementary School and Washington High School; he | ||||||
10 | married Rhonda Powell on February 3, 2009; and
| ||||||
11 | WHEREAS, Mark Tolbert held several jobs, working for Waste | ||||||
12 | Management, Burger King, and the Blood Center of Illinois; and
| ||||||
13 | WHEREAS, Mark Tolbert committed to his faith at an early | ||||||
14 | age and was baptized at Triedstone Baptist Church in Chicago; | ||||||
15 | he loved basketball, and his favorite basketball player was | ||||||
16 | Michael Jordan; he enjoyed watching movies and playing with his | ||||||
17 | granddaughters; and

18 | WHEREAS, Mark Tolbert was preceded in death by his mother, | ||||||
19 | Hannah Ruth Tolbert; his grandmother, Sade Ingram; his sister, | ||||||
20 | Lillian Hill; and his mother-in-law, Barbara Powell; and

2 | Powell-Tolbert; his sons, Mitchell King, MarShun Kevin | ||||||
3 | Tolbert, and Marsalis Lyn Tolbert; his daughter, Michelle Ruth | ||||||
4 | Anne Tolbert; his granddaughters, Armani Nevaeh Tolbert and | ||||||
5 | Kennedy Lynette McCall; his sisters, Emma Ingram, Monica | ||||||
6 | Ingram, and Yessen Hill; his brothers, Shun Tolbert and Desmond | ||||||
7 | West; his aunts, Everlina (Charles) Cowan and Josephine | ||||||
8 | (Arthur) Drain; his uncles, John (Cynthia) and Joseph Ingram; | ||||||
9 | his brothers-in-law, John (Bridgette) and Rev. Stevie | ||||||
10 | (Claudia); his sister-in-law, Cecilia Duncan; and a host of | ||||||
11 | nieces, nephews, cousins, and friends; therefore, be it

12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
13 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
14 | we mourn the passing of Mark Kevin Tolbert and extend our | ||||||
15 | sincere condolences to his family, friends, and all who knew | ||||||
16 | and loved him; and be it further

17 | RESOLVED, That a suitable copy of this resolution be | ||||||
18 | presented to the family of Mark Tolbert as an expression of our | ||||||
