HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the passing of Lt.
4Col. Richard Eldon Maxwell; and
 
5    WHEREAS, Richard Maxwell was born in Portland, Indiana on
6June 11, 1931 and moved to Nashville, Tennessee at a young age;
7and
 
8    WHEREAS, Richard Maxwell graduated from East Nashville
9High School in 1950 and Tennessee Tech University in 1955; he
10joined the U.S. Air Force and entered navigator school at
11Ellington Air Force Base in Houston, Texas as a 2nd Lieutenant;
12he was discharged in 1958 and subsequently joined the Tennessee
13Air National Guard in Nashville, where he was promoted to
14Major; and
 
15    WHEREAS, Richard Maxwell earned his Master Navigator
16designation and the rank of Lt. Colonel; he became an Air Force
17ROTC Liaison Officer and qualified more ROTC scholarships to
18the University of Illinois than any other liaison officer, as
19well as five cadets who qualified for the Air Force Academy; he
20was awarded the Distinguished Service Ribbon, the Vietnam
21Gallantry Ribbon with Palm, and the Air Force Commendation
22Medal; and

1    WHEREAS, Richard Maxwell maintained a successful career
2outside of his military service at the Royal Insurance Company
3in Nashville; he earned the Man of the Year Award in 1968 and
4was rated the number one state agent in the U.S.; and
 
5    WHEREAS, Richard Maxwell continued his career at Royal
6Insurance in Grosse Pointe, Michigan, where he was named
7marketing manager in 1972 and developed Royal's first
8commercial mass marketing program; he was ultimately appointed
9to the Board of Directors in 1974; he later joined Roanoke
10Brokerage Services Inc. as the Director of Compliance and was
11President of the Chicago Board of Underwriters until retiring
12in 2000; and
 
13    WHEREAS, Upon his retirement, Richard Maxwell became
14engaged in local politics through the Palatine Citizen Corps
15Council and state Republican committees; he became a published
16author in 2010; and
 
17    WHEREAS, Richard Maxwell was a loving and devoted husband
18to his wife of 65 years, Florence Gail Cranch Maxwell, and a
19loving and devoted father to his children, Gail Allison, Miriam
20Elizabeth, and Diana Claire; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2we mourn the passing of Lt. Col. Richard Eldon Maxwell and
3extend our sincere condolences to his family, friends, and all
4who knew and loved him; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the family of Richard Maxwell as an expression of
7our deepest sympathy.
