2 | | WHEREAS, The Speaker of the House has many responsibilities |
3 | | and powers placed on that position through the Illinois |
4 | | Constitution and the House Rules of the 101st General Assembly; |
5 | | and
|
6 | | WHEREAS, The federal charges and conduct outlined in the |
7 | | Deferred Prosecution Agreement entered into between |
8 | | Commonwealth Edison Company and the United States Attorney's |
9 | | Office for the Northern District of Illinois on July 17, 2020, |
10 | | together with the testimony of ComEd officials before the |
11 | | Illinois Commerce Commission on July 29, 2020, highlight a |
12 | | scheme perpetrated by ComEd solely for the benefit of Michael |
13 | | J. Madigan, in exchange for favorable actions before the |
14 | | Illinois General Assembly; and

15 | | WHEREAS, These facts clearly show that the trust placed in |
16 | | the Office of the Speaker has been misplaced for many years and |
17 | | that Michael J. Madigan is unable to execute his |
18 | | responsibilities as Speaker of the Illinois House of |
19 | | Representatives; therefore, be it

20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
21 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
22 | | the members have no confidence that Michael J. Madigan can |
