2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate James H. "Jim" Norris on |
4 | | the occasion of his retirement as village manager of Hoffman |
5 | | Estates; and
|
6 | | WHEREAS, Jim Norris was born in Richmond, Missouri to Dr. |
7 | | James D. and Nancy H. Norris on March 8, 1958; he is the oldest |
8 | | of three children; he attended the University of Missouri, |
9 | | Columbia; he earned his Bachelor of Arts in History from the |
10 | | University of Missouri in St. Louis in 1980; he earned his |
11 | | Master of Public Administration from Northern Illinois |
12 | | University in 1983; he married Irene, and they have been |
13 | | married for over 30 years; together, they have three children, |
14 | | Jimmy, Shannon, and Jennifer; and
|
15 | | WHEREAS, Prior to serving the Hoffman Estates community, |
16 | | Jim Norris served as the assistant village manager of Palatine |
17 | | from July of 1983 to January of 1987; he was the assistant |
18 | | village manager of Schaumburg from January of 1987 to October |
19 | | of 1988; he served as the city manager of Gladstone, Missouri |
20 | | from October of 1988 to February of 1998; and
|
21 | | WHEREAS, Jim Norris became the village manager of Hoffman |
22 | | Estates in March of 1998; he is the longest-serving village |
|

1 | | manager in Hoffman Estates' 60-year history; and
|
2 | | WHEREAS, Under his tenure, Jim Norris has brought economic |
3 | | development to Hoffman Estates; he was instrumental in the |
4 | | evolution of the Prairie Stone Business Park, including its |
5 | | growth into hospitality, retail, and entertainment uses; |
6 | | additionally, he has been involved in the current preparations |
7 | | to transform the former AT&T headquarters into the mixed-use |
8 | | Bell Works "metroburb"; he has been a champion for the |
9 | | residents and businesses of Hoffman Estates; and
|
10 | | WHEREAS, In addition to his service to Hoffman Estates, Jim |
11 | | Norris has served as an adjunct professor of public |
12 | | administration at Northern Illinois University; he has also |
13 | | served as an adjunct instructor at Northwestern University in |
14 | | Evanston and Park College in Kansas City; and
|
15 | | WHEREAS, Jim Norris has served in leadership positions in |
16 | | numerous organizations, including the Northwest Central |
17 | | Dispatch Board of Directors, the Joint Action Water Agency |
18 | | Executive Committee, the Joint Emergency Management Agency, |
19 | | and the Metropolitan Manager's Association; he served on a |
20 | | variety of committees, including the Illinois Municipal League |
21 | | Manager's Committee, the Northern Illinois University Ethics |
22 | | Committee, the Northern Illinois University James M. and Audrey |
23 | | M. Banovetz Fellowship Committee, and the Northern Illinois |

1 | | University MPA Program Board of Advisors; therefore, be it

2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
3 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
4 | | we congratulate James H. "Jim" Norris on the occasion of his |
5 | | retirement, and we recognize his commitment to the community of |
6 | | Hoffman Estates for the past 22 years; and be it further

7 | | RESOLVED, That a suitable copy of this resolution be |
8 | | presented to Jim Norris as an expression of our esteem and |
9 | | respect.
