HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Richard E. "Dick" Helton
4on the occasion of his retirement from the Village of Savoy;
5and
 
6    WHEREAS, Dick Helton served as Village Manager for the
7Village of Savoy from 2002 to 2020; and
 
8    WHEREAS, Under Dick Helton's leadership, the Village of
9Savoy experienced a population growth of nearly 62% from 5,606
10to almost 9,000; and
 
11    WHEREAS, Dick Helton was responsible for the Champaign
12County Sheriff's Office contract for Savoy police protection
13and the creation of an excellent benefit package for Savoy
14employees, including IMRF; and
 
15    WHEREAS, During Dick Helton's tenure, Savoy saw
16significant building projects and growth, including the Curtis
17Road/I-57 Interchange that will benefit citizens throughout
18the urbanized area for decades to come; and
 
19    WHEREAS, Dick Helton represented Savoy with
20professionalism in community, governmental, and economic

1development organizations; his leadership in the Champaign
2County Educational Development Corporation, the CUUATS, the
3Regional Planning Commission, the Champaign County Chamber of
4Commerce, the Willard Airport Advisory Committee, and Visit
5Champaign County enhanced Savoy's stature and profile; and
 
6    WHEREAS, Dick Helton was an integral part of the community
7as a member of the Savoy Rotary Club for 17 years, serving as
8president from 2010 to 2011; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we congratulate Richard E. "Dick" Helton on the occasion of his
12retirement and further recognize his 17 and a half years of
13faithful service to the Village of Savoy in addition to his
14previous 24 years in economic development and municipal growth;
15and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to Dick Helton as an expression of our esteem and
18respect.
