HOUSE RESOLUTION

 
2    WHEREAS, The mission of the Illinois Department of Children
3and Family Services (DCFS) is to promote prevention, child
4safety, permanency, and well-being; and
 
5    WHEREAS, As of June 30, 2018, DCFS had approximately 17,481
6children under its service umbrella; and
 
7    WHEREAS, Governor Pritzker and the General Assembly
8budgeted an additional $128.2 million for DCFS for Fiscal Year
92020 and authorized the hiring of an additional 300 employees;
10and
 
11    WHEREAS, DCFS has the primary responsibility of protecting
12children through the investigation of suspected abuse and
13neglect by parents and other caregivers in a position of trust
14or authority over the child; and
 
15    WHEREAS, The Office of Inspector General of DCFS has
16recommended changes within DCFS in its annual report; and
 
17    WHEREAS, 123 children who are, or who have been, under the
18DCFS service umbrella died between July 1, 2018 and June 30,
192019; and

1    WHEREAS, The Adoption and Child Welfare Committee of the
2Illinois House of Representatives is a bi-partisan group of
3legislators committed to working together to better protect
4children under the purview of DCFS; and
 
5    WHEREAS, Input from the medical community is important to
6this endeavor; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we urge Illinois' medical community to work with the General
10Assembly and other stakeholders to develop the best practices
11and resources to assist them in their role as mandated
12reporters of suspected child abuse and neglect.
