2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to extend their congratulations to Jerry |
4 | | Skogmo on the occasion of his retirement as Executive Director |
5 | | of the Renz Addiction Counseling Center; and
|
6 | | WHEREAS, The Renz Addiction Counseling Center is a |
7 | | non-profit organization that began in Elgin in 1961; it was |
8 | | founded by a small group of concerned business leaders in order |
9 | | to combat rising issues involving alcohol misuse they witnessed |
10 | | in the local workforce; today, it provides a continuum of care |
11 | | dedicated to the prevention, intervention, and treatment of |
12 | | addictive behaviors related to alcohol, drugs, and gambling; |
13 | | services range from prevention programs for youth in schools to |
14 | | outpatient treatment programs for adolescents and adults; |
15 | | priority is given to pregnant women and women with dependent |
16 | | children; and
|
17 | | WHEREAS, The Renz Addiction Counseling Center is funded in |
18 | | part by the federal government, Elgin Township, the Illinois |
19 | | Department of Human Services, Hanover Township, Geneva, St. |
20 | | Charles 708 Mental Health Boards, and other local community |
21 | | organizations; it has offices located in Elgin, St. Charles, |
22 | | and Streamwood; and

1 | | WHEREAS, Jerry Skogmo became the Renz Addiction Counseling |
2 | | Center's third Executive Director in 1996; for the last 24 |
3 | | years, his efforts were instrumental in the center's expansion |
4 | | and evolution; he expanded programing to include gambling use |
5 | | disorder treatment, DUI services, and intensive outpatient |
6 | | services in the clinical program as well as the Employee |
7 | | Assistance Services program; he obtained federal SAMHSA grants |
8 | | to expand services to reduce HIV infection, increase access to |
9 | | substance use disorder treatment for women, and enhance |
10 | | community coalitions to reduce underage drinking and drug |
11 | | use/misuse; he also played an integral role in the Renz |
12 | | Addiction Counseling Center's merger with the Ecker Center for |
13 | | Mental Health in 2018; and
|
14 | | WHEREAS, Previously, Jerry Skogmo worked as a clinician and |
15 | | program director at the Ecker Center from 1978 to 1990 and a |
16 | | clinical director at Turning Point Behavioral Health Care |
17 | | Center from 1990 to 1996; he served on the Illinois Association |
18 | | for Behavioral Health (formerly IADDA) for 15 years; he is a |
19 | | current member of the Kiwanis Club of Elgin; and
|
20 | | WHEREAS, Jerry Skogmo will continue his work with the Elgin |
21 | | for Mental Health Referendum, an initiative to support the |
22 | | creation of a 708 Mental Health Board for Elgin Township; he |
23 | | will also remain in the private practice he shares with his |
24 | | wife Mindy Skogmo as a licensed clinical professional counselor |

2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
3 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
4 | | we congratulate Jerry Skogmo on the occasion of his retirement |
5 | | as the Executive Direction of the Renz Addiction Counseling |
6 | | Center after 24 years; and be it further

7 | | RESOLVED, That a suitable copy of this resolution be |
8 | | presented to Jerry Skogmo as an expression of our esteem and |
9 | | respect.
