| ||||||
2 | WHEREAS, Hemophilia and related bleeding disorders are | ||||||
3 | genetic conditions affecting thousands of
people in the State | ||||||
4 | of Illinois; they are characterized by the absence of one of | ||||||
5 | several clotting factors necessary
to control bleeding; the | ||||||
6 | standard of care for the treatment of these disorders is to | ||||||
7 | replace the absent
clotting factors necessary to control | ||||||
8 | bleeding; and
| ||||||
9 | WHEREAS, Without treatment, people with hemophilia and | ||||||
10 | other related bleeding disorders face
frequent, spontaneous | ||||||
11 | bleeding episodes in their joints, causing swelling in the | ||||||
12 | joint, muscles, internal
organs, and brain; repeated bleeding | ||||||
13 | episodes in joints result in chronic degenerative arthritic
| ||||||
14 | conditions, which often lead to frequent hospitalizations, | ||||||
15 | permanent disability, and chronic pain;
bleeding episodes | ||||||
16 | involving internal organs and the brain can cause permanent | ||||||
17 | damage, disability, and
even death; and
| ||||||
18 | WHEREAS, Severe bleeding episodes result in lost time at | ||||||
19 | work and school, decreased quality of life, and
the inability | ||||||
20 | to perform basic living activities; and | ||||||
21 | WHEREAS, With proper care and access to comprehensive | ||||||
22 | medical resources, persons with hemophilia
and other related |

| |||||||
1 | bleeding disorders can control bleeding episodes and can lead | ||||||
2 | productive lives; and | ||||||
3 | WHEREAS, Visits to federally recognized Hemophilia | ||||||
4 | Treatment Centers of Excellence reduce morbidity
and mortality | ||||||
5 | significantly; and
| ||||||
6 | WHEREAS, The State of Illinois is committed to proper care | ||||||
7 | and treatment of children and adults with
hemophilia and other | ||||||
8 | related bleeding disorders through previously enacted | ||||||
9 | legislation; and
| ||||||
10 | WHEREAS, Hemophilia and other related bleeding disorders | ||||||
11 | and their complications are not well
understood by the general | ||||||
12 | public; and
| ||||||
13 | WHEREAS, The State of Illinois encourages efforts to | ||||||
14 | promote the understanding of hemophilia and
other related | ||||||
15 | bleeding disorders so that they are treated properly; | ||||||
16 | therefore, be it
| ||||||
17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
18 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
19 | we commend Illinoisans participating in Bleeding Disorders | ||||||
20 | Awareness Month and advocacy events in March 2020 and | ||||||
21 | throughout the year; and be it further |

1 | RESOLVED, That suitable copies of this resolution be
| ||||||
2 | presented to Chief Medical Officer of the Bleeding and Clotting | ||||||
3 | Disorders Institute Michael Tarantino, M.D., the dedicated | ||||||
4 | staff at the federally recognized Hemophilia Treatment Centers | ||||||
5 | of Excellence in Illinois, and Bob Robinson and his team at the | ||||||
6 | Bleeding Disorders Alliance of Illinois.
