| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, Passed in 2014, PA 98-0632, also known as Lauren's | ||||||
| 3 | Law, requires all Illinois high schools and secondary schools | ||||||
| 4 | to teach CPR and AED instruction and training as part of their | ||||||
| 5 | Health curriculum; and
| ||||||
| 6 | WHEREAS, The CPR and AED training must be incorporated into | ||||||
| 7 | the Health curriculum of a school, but it is not required to be | ||||||
| 8 | within that specific course time; the law does not specify | ||||||
| 9 | content, but both the American Red Cross and the American Heart | ||||||
| 10 | Association require that content must cover
lecture, | ||||||
| 11 | demonstration, and practice; and
| ||||||
| 12 | WHEREAS, Lauren's Law does not require mouth-to-mouth, | ||||||
| 13 | mouth-to-facemask, or rescue breathing training but must | ||||||
| 14 | include hands-on skill delivery; the instruction may be | ||||||
| 15 | delivered in person, by video, online, by webinar, or by the | ||||||
| 16 | reading of manuals; and | ||||||
| 17 | WHEREAS, Many schools do not have CPR or AED training as | ||||||
| 18 | part of their curriculum, or they have the training on their | ||||||
| 19 | syllabus but do not comply; currently, there are no | ||||||
| 20 | consequences for non-compliance; and
| ||||||
| 21 | WHEREAS, Untrained bystanders who witness cardiac arrest | ||||||
| |||||||
| |||||||
| 1 | do not know how to respond to a cardiac emergency, which loses | ||||||
| 2 | valuable response time; according to the American Heart | ||||||
| 3 | Association, over 350,000 people die from out of hospital | ||||||
| 4 | cardiac arrest each year; a person has a 10% change of | ||||||
| 5 | surviving an out of hospital cardiac arrest; early recognition | ||||||
| 6 | of a cardiac arrest and immediate quality CPR is the link to | ||||||
| 7 | survival; bystander CPR can increase survival by 2-3 times; | ||||||
| 8 | therefore, be it
| ||||||
| 9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 10 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 11 | we strongly urge the Illinois State Board of Education to | ||||||
| 12 | enforce compliance of Lauren's Law at all Illinois high schools | ||||||
| 13 | and secondary schools and to encourage school districts to | ||||||
| 14 | include the program as early as the 6th grade; and be it | ||||||
| 15 | further

| 16 | RESOLVED, That we strongly urge all public schools to | ||||||
| 17 | become Heart Safe Schools by completing a Cardiac Emergency | ||||||
| 18 | Response Plan (CERP); and be it further
| ||||||
| 19 | RESOLVED, As part of the CERP, we urge schools to clearly | ||||||
| 20 | identify school staff that have CPR and AED certification and | ||||||
| 21 | offer non-certification CPR and AED training to other staff | ||||||
| 22 | members; and be it further | ||||||

| 1 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 2 | delivered to the Illinois State Board of Education.
