HOUSE RESOLUTION

 
2    WHEREAS, There are nine nations that have a combined
3nuclear arsenal that totals over 14,000 weapons; these weapons
4have a destructive power that is far greater than the two
5atomic weapons that killed hundreds of thousands in Japan in
61945; and
 
7    WHEREAS, The use of even a tiny fraction of these weapons
8could have catastrophic human and environmental consequences
9that could affect everyone on the planet; and
 
10    WHEREAS, As the effects of climate change place increased
11stress on communities around the world and intensify the
12likelihood of conflict, the danger of nuclear war will grow;
13and
 
14    WHEREAS, There is an alternative to this march to nuclear
15war; in July 2017, 122 nations called for the elimination of
16all nuclear weapons by approving the U.N. Treaty on the
17Prohibition of Nuclear Weapons; there are currently 79
18signatories to the treaty, and 33 nations have ratified it; the
19treaty will enter into force once 50 nations have ratified or
20acceded to it; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2we call upon the U.S. government to embrace the U.N. Treaty on
3the Prohibition of Nuclear Weapons and make global nuclear
4disarmament the centerpiece of its national security policy;
5and be it further
 
6    RESOLVED, That we call upon the U.S. government to
7spearhead a global effort to prevent nuclear war by:
8        (1) Renouncing the option of using nuclear weapons
9    first;
10        (2) Ending the sole, unchecked authority of any
11    president to launch a nuclear attack;
12        (3) Taking U.S. nuclear weapons off hair-trigger
13    alert;
14        (4) Cancelling the plan to replace its entire arsenal
15    with enhanced weapons; and
16        (5) Actively pursuing a verifiable agreement among
17    nuclear-armed states to eliminate their nuclear arsenals;
18    and be it further
 
19    RESOLVED, That suitable copies of this resolution be
20delivered to the President of the United States, the U.S.
21Senate Majority Leader, the U.S. Senate Minority Leader, the
22U.S. Speaker of the House, the U.S. House of Representatives
23Minority Leader, and all members of the Illinois Congressional
24Delegation.
