HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend Roland L. Marr on his long and
4distinguished career with the Illinois Department of Revenue in
5the administration of motor fuel taxes; and
 
6    WHEREAS, Roland Marr served the citizens of Illinois for 30
7years at the Illinois Department of Revenue, where he revised
8the motor fuel tax regulations, the first major revisions since
9the 1930s, which included the development of the dyed diesel
10tax and an enforcement program that resulted in additional
11collections of over $17 million per year; and
 
12    WHEREAS, Roland Marr worked on numerous motor fuel issues
13and policies, including the Environmental Impact Fee, the
14Underground Storage Tank Tax, legislation to allow Illinois to
15become part of the International Fuel Tax Administration for
16commercial motor carriers tax reporting, the motor fuel
17non-highway refund policy to accommodate dyed diesel fuel
18legislation, the Biodiesel/E85 Sales Tax Reduction,
19legislation to eliminate unnecessary tax return reporting by
20users of diesel fuel that affected in excess of 10,000 Illinois
21consumers, the mandating of e-file of motor fuel returns and
22payment, and legislation to amend the prepaid sales tax on
23motor fuel to address evasion by retailers; and

1    WHEREAS, Roland Marr secured multiple Federal Highway
2Administration grants for the enforcement and enhancement of
3motor fuel compliance programs, which included the purchase of
4enforcement vehicles and equipment; he also implemented the use
5of an electronic access portal for the filing of electronic
6returns for motor fuel use tax through the International Fuel
7Tax Administration; and
 
8    WHEREAS, Roland Marr served as the National Chairman of the
9Federation of Tax Administrators Motor Fuel Tax Section and as
10a board member and the Illinois Commissioner for the
11International Fuel Tax Administration; he has been the Illinois
12International Fuel Tax Association Commissioner since 1994;
13and
 
14    WHEREAS, Roland Marr is the only four-time regional
15governor of the Midwestern States of Tax Administrators (1992,
161993, 1994, 1997); and
 
17    WHEREAS, Roland Marr served as Federation of Tax
18Administrators Motor Fuel Tax Section Chairman of the Fuel
19Accountability Sub-Committee (1990-2000), Federation of Tax
20Administrators Motor Fuel Tax Section National Vice Chair
21(1999-2000), Federation of Tax Administrators Motor Fuel Tax
22Section National Chairman (2000-2001), International Fuel Tax

1Association (IFTA) Board Trustee (2004, 2005), Federation of
2Tax Administrators Motor Fuel Tax Section Uniformity Co-Chair

14    WHEREAS, Roland Marr was the Illinois Department Of Revenue
15representative to the Illinois Secretary of State Truckers Task
16Force, the Illinois Department Of Revenue representative to the
17Illinois Highway Users Association, and the Illinois
18Department Of Revenue representative to the Illinois Emergency
19Management Agency; and
 
20    WHEREAS, Roland Marr received the Federation of Tax
21Administrators Motor Fuel Tax Sections Bob Beck Award, the
22highest honor; and
 
23    WHEREAS, Roland Marr is a nationally recognized expert on

1motor fuel issues and continues to provide guidance on issues
2and policy; and
 
3    WHEREAS, A father, grandfather, and great-grandfather,
4Roland Marr is a lifelong resident of Illinois and has been
5married to his wife, Bernadette, for 45 years; he is the son of
6John A. and Roberta E. Marr, and the grandson of Walter C. and
7Elizabeth E. Long; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we commend Roland L. Marr on his long and distinguished career
11with the Illinois Department of Revenue and for his
12contributions to the State of Illinois; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to Roland Marr as an expression of our esteem and
15respect.
