2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives
wish to congratulate Michael T. Carrigan on the | ||||||
4 | occasion of his
retirement as the president of the Illinois | ||||||
5 | American Federation
of Labor and Congress of Industrial | ||||||
6 | Organizations (AFL-CIO); and
| ||||||
7 | WHEREAS, Michael Carrigan was elected president of the | ||||||
8 | Illinois
AFL-CIO on February 28, 2007 by unanimous decision of | ||||||
9 | the State
Federation Executive Board; during his 19-year tenure | ||||||
10 | at the
AFL-CIO, he served faithfully for 12 years as president | ||||||
11 | and 7
years as secretary-treasurer; and
| ||||||
12 | WHEREAS, Michael Carrigan's visionary approach resulted in | ||||||
13 | many
initiatives and successes for the Illinois AFL-CIO, | ||||||
14 | including a
gradual minimum wage increase to $15 an hour, the | ||||||
15 | legalization
of cannabis, and a $45 billion infrastructure | ||||||
16 | program; and
| ||||||
17 | WHEREAS, Michael Carrigan serves on the national AFL-CIO | ||||||
18 | State
Federation and Central Labor Council Advisory Committee, | ||||||
19 | at the
behest of the AFL-CIO President; at the regional level, | ||||||
20 | he served as the chairman of the 12-state AFL-CIO Midwest
Labor | ||||||
21 | Federation Council; at the state level, he is a member of
the | ||||||
22 | Illinois Prevailing Wage Council Executive Board and was |

| |||||||
1 | appointed in 2005 to serve on the Workers' Compensation | ||||||
2 | Advisory
Board; he has held a number of other labor positions, | ||||||
3 | including trustee on the NECA-IBEW
Health and Welfare Trust | ||||||
4 | Fund and Pension Fund Boards,
chairman of the South-Central | ||||||
5 | Illinois Telecommunication Council
of the IBEW, and president | ||||||
6 | of the Decatur Building Trades
Council; and | ||||||
7 | WHEREAS, Outside of his labor activities, Michael Carrigan
| ||||||
8 | served as co-chair of the Illinois Climate Change Advisory | ||||||
9 | Group
(ICCAG) and the Alliance to Protect the Illinois | ||||||
10 | Constitution
(APIC); he formerly served on the Economic | ||||||
11 | Development
Corporation of Decatur/Macon County, the Macon | ||||||
12 | County Merit
Commission, and the Decatur Celebration Board; and
| ||||||
13 | WHEREAS, Prior to his career as a labor activist, Michael
| ||||||
14 | Carrigan was elected to the Decatur City Council in 1995 and
| ||||||
15 | served nearly four terms on the council before being appointed
| ||||||
16 | mayor of Decatur in July of 2008 to serve out the remaining | ||||||
17 | term
of the retiring mayor; he served as business | ||||||
18 | manager/financial
secretary for IBEW Local 146 in Decatur from | ||||||
19 | 1992 to 2000; he
was a journeyman wireman in Decatur from 1978 | ||||||
20 | to 1990 before
becoming assistant business manager of the | ||||||
21 | local; he graduated from MacMurray College (Jacksonville) in | ||||||
22 | 1976 with a
Bachelor of Science; and
| ||||||
23 | WHEREAS, Michael Carrigan built strong relationships with
|
| |||||||
| |||||||
1 | leaders across the great State of Illinois; he is a dedicated
| ||||||
2 | champion of the labor movement in Illinois; he is a vigorous
| ||||||
3 | defender of workers' rights and helped lead monumental efforts
| ||||||
4 | toward important labor legislation with county and State
| ||||||
5 | leaders; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
7 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we
congratulate Michael T. Carrigan on the occasion of his
| ||||||
9 | retirement as the president of the AFL-CIO, and we commend his
| ||||||
10 | 19-years of service to the AFL-CIO; and be it further
| ||||||
11 | RESOLVED, That a suitable copy of this resolution be | ||||||
12 | presented
to Michael Carrigan as an expression of our esteem | ||||||
13 | and respect.
