2 | WHEREAS, On December 20, 2018, the Trump Administration | ||||||
3 | announced the Migrant
Protection Protocols, a policy that | ||||||
4 | denies entry into the United States to refugees coming to the
| ||||||
5 | Southern border seeking protection from persecution, harm, and | ||||||
6 | torture in their home
countries; and
| ||||||
7 | WHEREAS, Since that date, more than 52,000 persons, | ||||||
8 | including adults and children, have been
denied entry and | ||||||
9 | forced to remain in Mexico, in very dangerous conditions, to | ||||||
10 | await their court
hearings that are sometimes many months away; | ||||||
11 | and
| ||||||
12 | WHEREAS, Refugees are being forced into squalid and | ||||||
13 | inhumane conditions where they are
living without clean or | ||||||
14 | running water, without food or shelter, and without access to | ||||||
15 | health care,
diapers, and basic needs; and
| ||||||
16 | WHEREAS, The Trump Administration's racist and inhumane | ||||||
17 | actions, denying entry to the most
vulnerable, have tragic life | ||||||
18 | or death consequences; and | ||||||
19 | WHEREAS, Tent courts have been set up along the border, and | ||||||
20 | refugees have no meaningful
access to a fair hearing, due | ||||||
21 | process, or legal counsel when forced to remain in Mexico; and |

1 | WHEREAS, The State of Illinois is a welcoming state and has | ||||||
2 | taken important steps to ensure
that immigrants are safe, | ||||||
3 | protected, and able to live with dignity and respect; and | ||||||
4 | WHEREAS, History has shown that executive decisions about | ||||||
5 | immigration, refugees, and asylum
seekers have life or death | ||||||
6 | consequences that may go unrecognized for far too long; and
| ||||||
7 | WHEREAS, Most of the refugees forced to wait in Mexico have | ||||||
8 | family in the United States,
including in Illinois, where they | ||||||
9 | can live safely as they undergo their court proceedings; and
| ||||||
10 | WHEREAS, The United States and the State of Illinois in | ||||||
11 | particular have welcomed, supported,
and protected people of | ||||||
12 | all races, ethnicities, religions, and nationality, in | ||||||
13 | compliance with
human rights principles and domestic and | ||||||
14 | international law; therefore, be it
| ||||||
15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
16 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
17 | we condemn President Donald J. Trump's Migrant Protection | ||||||
18 | Protocols
denying entry to refugees at the Southern border and | ||||||
19 | call on him to immediately rescind this
abhorrent policy that | ||||||
20 | is placing vulnerable people at further risk of harm, and we | ||||||
21 | call on the U.S.
Congress to put an end to the Migrant |

1 | Protection Protocols by defunding the program in its
upcoming | ||||||
2 | budget vote before the end of this calendar year; and be it | ||||||
3 | further
| ||||||
4 | RESOLVED, That suitable copies of this resolution be | ||||||
5 | delivered to the President of the United States, the U.S. | ||||||
6 | Senate Majority Leader, the U.S. Senate Minority Leader, the | ||||||
7 | U.S. Speaker of the House, the U.S. House of Representatives | ||||||
8 | Minority Leader, and all members of the Illinois Congressional | ||||||
9 | Delegation.
